MINUTES OF REGULAR COUNCIL MEETING ~ !~ <br />FALCON HEIGHTS, MINNE,90TA <br />MARCH 28, 197l~ <br />1 <br />1 <br />1 <br />A regular meeting of the Falcon Heights City Council was called to order by Mayor <br />Warkentien at 7:30 P.M. <br />Mayor Warkentien, Councilmen Black, Ecklund, and Steele, <br />and Councilwoman Stocker. Also present were Clerk-Ad- <br />ministrator Barnes, Engineer Lemberg and Attorney <br />Yenefick. <br />None. <br />Councilman Ecklund moved, seconded by Councilman Black, <br />to approve the minutes of the meeting of March 11~, 1971, <br />as corrected. Motion carried. <br />Mr. Bill Elmquist, 61.2 Front Avenue, St. Paul, and Mr. <br />Dave Schafhauser, 1711 N. Albert Street, St. Paul, were <br />present, representing the Arden Hi11s Investment Company, <br />which is constructing an apartment building at 1830 W. <br />Larpenteur Avenue. Mr. Elmquist requested that the <br />Council waive the standpipe requirement on this building, <br />stating that a similar apartment building in St. Paul <br />now under construction was not required to install <br />standpipes. He also stated that there had been no <br />indication that the stanpipes were needed at the time <br />the Council approved the plans for the building and <br />authorized the Clerk-Administrator to issue a building <br />Hermit. He did state that the fire hydrant requested <br />by the Council had been installed as required. <br />Clerk Administrator Barnes stated that Mr. Art Jurgenson <br />had been informed that the apartment building would have <br />to meet with all State Building Code requirements. He <br />said that he had contacted the Arden Hi11s Investment <br />Compar~y in October of 1973, to inform them that stand- <br />pipes would be needed, and that he had no further contact <br />or response from the company after that time. <br />Councilman B1 ack inquired if all of the other requirements <br />had been met at this time. rTr. Elmquist replied that <br />there were a f ew minor items that the Building Inspector <br />had required them to alter or repair and stated that this <br />would be done. Councilman Black also requested that <br />the Building Inspector submit a report of his findings <br />to the Council for their review. <br />Councilman Ecklund moved, seconded by Councilman Steele, <br />that this matter be tabled until April 11, 1971., so that <br />the Attorney has time to research the State Building <br />Code and report back to the Council. <br />Fire Chief Albert J. Helbig, Rescue Trainer and Assistant <br />Chief Henry Dachtera, and Captain Fred Spencer of the <br />Ramsey County Sheriff's Department were present at the <br />request of the Council, to discuss departmental functions, <br />organization and training. <br />PRESENT <br />ABSENT <br />MINUTES <br />ARDEN HILLS IrNESTMENT <br />CO., 1830 W.
