Chief Helbig explained the procedures for training newly appointed fireman, drill activities and objectives, the communications system and the Capitol City Mutual Aid Association, an organization of neighboring fire de- partment to be called upon when assistance is needed. Questions were answered regarding the nature of different types of calls the department answers. Henry Dachtera explained the procedures for training members of the rescue squad, the schooling and conferences that they are required to attend. He explained the duties of the rescue squad members and also indicated the nature of calls they answer. Captain Fred Spencer of the Ramsey County Sheriffts Department explained the communications dispatch system. He indicated that the deputy on duty, will if possible, respond to all fire and rescue calls with the department. 26 There was some concern about fire and rescue protection for the residents in the University Grove and Common- ~?ealth areas, and the State Fairgrounds. The City Attorney was directed to check into this matter and report. Lil Duethmann, Jim Duffy, Dick Thorpe, and Lawson Baker, representatives of the Recreation Committee were present to discuss the proposed 197l.~ recreation program. Mrs. Duethmann stated that there are several programs being offered in the school district for older children, and the committee feels that they should provide activity for children in grades kindergarten through the fourth grade. She also stated that the program would be held two days a week at each playground, and that the play- grounds being considered for utilization are: Falcon Heights Elementary School, the Iowa-Snelling playground and the University Grove. There was some discussion. as to the availability of the playground at the Falcon Woods area, and it was agreed that this playground should also be in use because of the large number of participants in that area in the past years. 197. RECREATION PROGRAM The Recreation Committee also proposes to offer a recreation program to the residents in the Commonwealth Terrace area and to continue the teen program, and also encourage more family programs and activites. No action was taken on the matter. Engineer Lemberg presented sketch plans and a model of the PARK BUILDING building for the proposed Community Park. The Council authorized Engineer Lemberg to proceed with plans for the building and the park and to prepare to gather bids for the proposed construction.
