Chief Helbig explained the procedures for training newly <br />appointed fireman, drill activities and objectives, the <br />communications system and the Capitol City Mutual Aid <br />Association, an organization of neighboring fire de- <br />partment to be called upon when assistance is needed. <br />Questions were answered regarding the nature of different <br />types of calls the department answers. <br />Henry Dachtera explained the procedures for training <br />members of the rescue squad, the schooling and conferences <br />that they are required to attend. He explained the duties <br />of the rescue squad members and also indicated the nature <br />of calls they answer. <br />Captain Fred Spencer of the Ramsey County Sheriffts Department <br />explained the communications dispatch system. He indicated <br />that the deputy on duty, will if possible, respond to all <br />fire and rescue calls with the department. <br />26 <br />There was some concern about fire and rescue protection <br />for the residents in the University Grove and Common- <br />~?ealth areas, and the State Fairgrounds. The City <br />Attorney was directed to check into this matter and <br />report. <br />Lil Duethmann, Jim Duffy, Dick Thorpe, and Lawson Baker, <br />representatives of the Recreation Committee were present <br />to discuss the proposed 197l.~ recreation program. <br />Mrs. Duethmann stated that there are several programs <br />being offered in the school district for older children, <br />and the committee feels that they should provide activity <br />for children in grades kindergarten through the fourth <br />grade. She also stated that the program would be held <br />two days a week at each playground, and that the play- <br />grounds being considered for utilization are: Falcon <br />Heights Elementary School, the Iowa-Snelling playground <br />and the University Grove. There was some discussion. <br />as to the availability of the playground at the Falcon <br />Woods area, and it was agreed that this playground should <br />also be in use because of the large number of participants <br />in that area in the past years. <br />197. RECREATION PROGRAM <br />The Recreation Committee also proposes to offer a recreation <br />program to the residents in the Commonwealth Terrace area <br />and to continue the teen program, and also encourage more <br />family programs and activites. <br />No action was taken on the matter. <br />Engineer Lemberg presented sketch plans and a model of the PARK BUILDING <br />building for the proposed Community Park. <br />The Council authorized Engineer Lemberg to proceed with <br />plans for the building and the park and to prepare to <br />gather bids for the proposed construction. <br />
