<br />They showed preliminary plans for the complex and ex- <br />plained the major layout of the buildings, garages, and <br />parking spaces along with open sn ace and yard usage. <br />Councilman Black moved, seconded by Councilwoman Stocker, <br />that this matter be tabled until the drainage study is <br />completed by the City Engineer, as authorized by the <br />Council on February 28, 197. Motion carried. <br />Councilwoman Stocker moved, seconded by Councilman Black, MASTER GAS INSTALI,ER~S <br />to approve the Master Gas Installers License #308, to LICENSE #308 - IDEAL <br />Ideal Heating and Air Conditioning, 3116 Fremont Avenue, HEATING AND AIR CONDITIONING <br />Minneapolis, said license to expire June 30, 197l~. <br />notion carried. <br />Engineer Lemberg explained the Municipal State Aid MSA FUiVD USAGE <br />Program and informed the Council of the funds they now <br />have on hand, and gave some examples of what the funds <br />could be used for. He also indicated the projects <br />which he felt were the most in need. <br />Councilwoman Stocker moved, seconded by Councilman Steele, <br />that Engineer Lemberg be authorized to prepare plans and <br />specifications for the Municipal State Aid road <br />improvement for Arona from Hoyt to California, Crawford <br />from Snelling to Arona, and Garden from Snelling to <br />Hamline, as per the Engineerts report of October 11, <br />1973. Motion carried. <br />Attorney Kenefick presented the fire contracts between FIRE COPITRACTS - U OF M <br />the City of St. Paul and the Fairgrounds, and University & FAIRGROUND S <br />of Minnesota including Commonwealth Terrace and the <br />University Grove, as requested by the Council. Said <br />contracts are on file in the Clerk's office. According <br />to the contracts, the City of St. Paul has been <br />engaged by the Minnesota State Fair Board, and the <br />University of Minnesota to provide fire protection for <br />the-above areas. <br />Clerk Administrator Barnes Vras directed to secure copies <br />of the policing and rescue contracts from the University <br />and the Fairgrounds. <br />Attorney Kenefick reported on the restriction of pro- ADVERTISING SIGNS -BILLBOARDS <br />hibiting of advertising signs in the business district, <br />and a brief discussion followed. <br />Mayor ti~Tarkentien moved, that there be an 11:00 adjournment MEETING ADJOURNMENT' TIl~1E <br />time set for all City Council meetings, and that if the <br />meeting were to continue, a majority vote of the Council <br />wou7_d be needed. Motion died for lack of a second. <br />Councilman Steele moved, seconded by Councilman Black, to FIRE HYDRANT - RUGGLES AND <br />raise the fire hydrant at Ruggles and Hamline, 18 inches HAMLINE <br />as recommended by the City of St. Paul, at an approximate <br />cost of $150.00. T~otion carried. <br />
