r'Ir. Armstead stated that they have tried to make all of <br />their shops uniform, with a particular design or motif <br />so that people will recognize the restaurant as a <br />Clark's Submarine Sandurich shop. He stated that if the <br />Council objected they would be willing to delete the <br />flags from the building. He also explained +,h at there <br />are no bright lights or bulbs illuminating the building, <br />that it is all indirect lighting to create a soft <br />appearance yet well enough lighted to draw peoples <br />attention. <br />Councilman Black inquired if they had thought of possibly <br />limiting the sign area. Mr. Armstead replied that they <br />felt the lettering would need to be +.,he siz^ for which <br />they plan because of the h~ighth of the building. <br />_41so discussed was the parking concern brought to the <br />Council's attention by the Planning Commission. If the <br />parking requirement were to be enforced in accordance <br />with Ordinance 6~., the narking area would have to have a <br />ten foot setback from the right of way on both Snelling <br />DrisTe and Larnenteur Avenue. Engineer Lemberg stated <br />that if this were enforced there would not be enough <br />space for parking to meet the zoning ordinance. It <br />was discussed that a variance might have to be aonlied <br />for and ref erred to the Planning Commission regarding <br />this parking problem. <br />3 <br />Councilman Black moved, seconded by ivTayor Warkentien, A_pPROVAL OF SIGN VARIANCE <br />that the variance submitted by Clark's Submcrine Sand- AND PARKING -CLARK'S <br />t-~iches, Inc., be granted, subject to the reduction of SUBMARINE SANI~rIICHES, INC. <br />the vertical sign, excluding the pylon, from three <br />feet to two feet, and that the parking be approved as <br />provided in the plans. <br />Councilman Steele moved, seconded by Councilman Ecklund, PROHIBITING ADVERTISING <br />that an amendment be added to the original motion, FLAGS ON THE BUIZDING <br />regarding Clark's Submarine candwiChes, Inc., pro- <br />hibiting the placement of advertising flags on the <br />building. <br />Upon a vote being talLen thereon, the following voted <br />in favor thereof: Councilmen Ecklund, and Steele, <br />and Councilwoman Stocker, and the following voted against <br />the same: Mayor Warkentien, and Councilman Black. <br />Motion carried. <br />Upon a vote being taken th ereon, the following voted in <br />favor thereof: Mayor Warkentien, Councilmen Black, <br />Ecklund, and Steele, and the following voted against the <br />same: Councilwoman Stocker. Motion carried. <br />Alan Force and ZTayne Nelson, graduate students from the <br />University of Minnesota, were n resent and showed their <br />plans for the Community Park, which they prepared as a <br />thesis project.
