3~ <br />MINUTES OF REGULAR COUNCIL MEETING <br />FALOON HEIGHT S, MINNESOTA <br />MAY 9, 19?!~ <br />A regular meeting of the Falcon Heights City Council was called to order by Mayor <br />Warkentien at 8:00 P.M. <br />Mayor Warkentien, Councilmen Black, Ecklund, and Steele. PRESENT <br />Also present were Clerk Administrator Barnes, Engineer <br />Lemberg and Attorney Kenefick. <br />Councilwoman Stocker who was on vacation in Europe. <br />Councilman Black moved, seconded by Councilman Ecklund <br />to approve the minutes of the meeting of April 25, 197~i, <br />as corrected. Motion carried. <br />Mr. Robert 0, Westlund, 1781 N. Hamline Avenue, was <br />present at the request of the City Inspector and the <br />Clerk-Administrator. Mr. Westlund is a general contrac- <br />tor and uses a vacant lot, which he owns, ad3acent to <br />his home at 1781 N. Hamline, for the storage of lumber <br />and scaffolding and other construction materials. This <br />use under present ordinance constitutes operating <br />a commercial business in a R-1 residential district. <br />ABSENT <br />MINUTE S <br />1781 N. HAMLINE - <br />PROPERTY USE <br />Mr. Westlund purchased his property in 19l~7 and has <br />been using the land for storage purposes since 1957. <br />It was the Attorneys opinion that Mr. Westlund had <br />been using his property in this manner before the <br />present zoning ordinance was adopted and therefore <br />does not apply. It was agreed by the Council that it <br />is satisfactory for the property to b e used in this <br />manner as long as it is kept clean and orderly, and <br />that there are no ob3ections from the neighbors. The <br />Council was concerned about some empty propand tanks <br />which are also stored on the lot. Mr. Westlund stated <br />that he would be disposing of these as soon as possible. <br />i <br />No action was taken on the Fry Street parking situation. FRY STREET PARKING <br />Clerk-Administrator Barnes was directed to notify the <br />owner of the apartments and the caretaker, to see if <br />a suitable solution has been worked out, and have them <br />appear at the May 23rd meeting. <br />Mr. Russell Brown, attorney representing the Arden Hills <br />Imrestment Compar{y, was present regarding the building <br />code requirment, that a standpipe be installed in the <br />apartment located at 1830 W. Laze enteur Avenue. The <br />letter from Herbert W. Meyer, Director of the State <br />Building Code Division, was read, in which he stated <br />that Falcon Heights should not require compliance of <br />this code, as construction began prior to the pub- <br />lication of the amendment to the building code. Said <br />letter is on file in the Clerk Administrators office. <br />Mayor Warkentien moved, seconded by Councilman Ecklund, <br />that the Building Inspector be authorized to issue a <br />Certificate of Occupancy to the Arden Hi11s Imrestment <br />STANDPIPES - 1830 W. <br />LARPENTEUR <br />
