<br />A special meeting of the Falcon heights City Council was called to
<br />order by 1layor T~7arkent ien at 9: 03 a .m.
<br />l:ayor Glarlcentien, Councilmen Blaclc, Ecklund, Steele, and Labalestra.
<br />Also present was Clerk-Administrator Barnes.
<br />None.
<br />1layor Warkentien moved, seconded by Councilman Labalestra, to
<br />approve General Corporate License No. 299 for Lindig Plidway
<br />Floral to sell Christmas trees from November 15, 1974 through
<br />December 31, 1974. Motion carried.

<br />Councilman Black moved, seconded by Councilman Labalestra, to SPECIAL SUNDAY
<br />approve Special Sunday "On-Sale" Liquor License No. 1 for Lido LIQUOR LICENSE
<br />Cafe, effective November 21, 1974 through June 30, 1975. Upon FOR LIDO CAFE
<br />a vote being taken, the following voted in favor: Mayor
<br />Warkentien, Councilmen Black, Ecklund, and Steele. The following
<br />abstained: Councilman Labalestra. notion carried.
<br />Mayor Warkentien moved, seconded by Councilman Labalestra, to GENERAL CORPORATE
<br />approve General Corporate License No. 300, a Bottle Club License, LICENSE N0. 300
<br />for Falcon Lanes, Inc. (Clement Lehnen) effective November 23, 1974 BOTTLE CLUB
<br />through June 30, 1975. Upon a vote being taken, t'-,e following voted FALCON LANES, INC.
<br />in favor: Mayor Warkentien, Councilmen Black, Steele, and Labalestra.
<br />The following voted against: Councilman Ecklund. P•Iotion carried.
<br />Councilman Ecklund requested the Council to go on record to allow WORLD AGROr1ART
<br />the Human Rights Commission to prepare a flyer relative to the
<br />proposed Gdorld AGP.Omart Development, which L~~ill be discussed at
<br />the Council meeting of December 12, 1974 at 8;00 p.m. P4ayor
<br />Warkentien related that if a flyer was to go out, it should be
<br />prepared and circulated in behalf of the Council. It was mentioned
<br />that subsequent meetings would be more important, and then that
<br />consideration be made to inform the public. It was the concern of
<br />the Council that pari-mutuel betting was a main factor in the
<br />proposed development and that if this was not legalized, the
<br />developer would not proceed. Iix. William Brown, 1808 Asbury, a
<br />member of the flunai~ Rights Commission of Falcon Heights, was
<br />present and did feel that if a flyer was not prepared, the Council
<br />should request that the news media give as much coverage of the
<br />December 12, 1974 meeting as possible. t4ayor Warkentien related
<br />that he has been in contact with legislators of this district, also
<br />businessmen, and State Fair personnel, and few of them had heard
<br />little of this proposal. Councilman Blaclc also felt the news media
<br />should be requested to give as much coverage as possible. rlayor
<br />Warkentien said he had a letter from r1r. John Mclnight, a Falcon
<br />Heights resident, and that his concern was whether there was a law
<br />requiring a referendum in this matter. Councilman Steele felt that
<br />the Council's immediate concern was to inform all Committee members
<br />on City Committees by providing the World AGROmart brochure, so that
