~~/

hearing follows a presentation made to the Society's Executive
Committe last winter (see minutes, November 10, 1973.) After a
lengthy discussion, the Board declined to take any action which
would inrrolve the Society in such a plan, and instead, instructed
the Secretary to advise World AGROmart Associates that the plan
did not seem appropriate to the purview and authority of: he
Society nor possible of accomodation on the present land holdings
of the Fair without causing severe in3ury to those use(s) to
which said property is dedicated by statute."
Mayor Warkentien stated,"fhat this was so premature that these men were
counseled not to come here to make this presentation, as it was not in
final form, or have arty decision powers have been asked for, and there-
fore, I would like to thank Mr. Hanley and Mr. Nemseth for coming this
evening to present their proposal on their own time."

1
Mayor Warleentien reopened the public hearing on Planned District
Development. Councilman Black read the proposed amendment to Zoning
Ordinance No. 61~ to provide for Planned District Development, and the
proposed changes in the draft were read and discussed. Councilman
Black moved, seconded by Councilman Steele, to advise the City Attorney,
John Renefick, to draft the proposed amendment for Ordinance No. 64.
Motion carried.
Councilman Ecklund moved, seconded by Councilman Labalestra, to approve
the minutes of the regular Council meeting of November 1l~, 1971 as
corrected. Motion carried.
Councilman Steele moved, seconded by Councilman Labalestra, to approve
the minutes of the special Council meeting of November 23, 19711 as
corrected. Motion carried.
The conditional use request of Gary Grandprey to operate an amusement
center with six amusement devices at 1662 North Snelling for public use
was discussed by the Council. Th~~general feeling of the Council was
that enough information was not available at the present time, and that
the Ordinance wasntt specifically clear as to whether or not to permit
this or not. Councilman Labalestra moved, seconded by Councilman Black,
to table the matter until a later date. Motion carried.
The SRA Report was read by Clerk-Administrator Barnes, and it was de-
cided that for the population of Falcon Heights, the cost of one
vote would be too expensive in litigation proceedings. Councilman
Steele moved, seconded by Councilman Labalestra, to vote no action.
Councilman Ecklund abstained. Motion carried.
The discussion on the proposed widening of Larpenteur Avenue was
deferred until the next meeting.
The survey report made of Mrs. Northrup and Mrs. Rosendahl was
read by Clerk-Administrator Barnes in regard to the vacant lot
on Summer Street. The Council decided to leave the matter until
next summer when the Falcon Woods Playground would be complete,
and then study the situation at that time. Clerk-Administrator
Barnes was directed to inform the Revieres' of the Council's action.
PUD PUBLIC
HEARING
MINUTES OF
NOVEMBER 1I~, 197
MINUTES OF
NOVEMBER 23, ~971~
GARY GRANDPREY
CONDITIONAL USE
REQUEST - 1662
NORTH SHELLING
SRA REPORT
SUBURBAN RATE
AUTHORITY
WIDENING OF
LARPENTEUR
SURVEY REPORT
UNIMPRfJVED PRIOR
AVENUE VACANT
P1~PERTY.
-7-
