2710 <br />on Fry Street did not want cars coming into Fry <br />Street from the parking lot. The problem wouldn't be <br />solved if that were allowed. He thinks a try should <br />be made with the-State Highway. Department and thinks <br />efforts in that direction should be put forth. He <br />tYinks also that notices posted in apartment buildings <br />cautioning people about turning around in driveways <br />would be a big help. <br />Lemberg stated the reasons the Highway Department <br />refused to allow for cut in median are as follawst <br />(1) there are set up minimum distances between <br />openings - done on statistics. There is one on <br />F Street only about 75 feet away, <br />(2~ it would be within the shadow lane or turn <br />sl~t, <br />(3 biggest reason is that traffic movements in <br />anal out of parking lot are great - 131 daily. <br />Movement in and out of lot coincide exactly with <br />peak traffic on Larpenteur Avenue. <br />Johnson stated there is about 200 feet distance from <br />Fry to parking lot, not 75 feet. He asked if Mr. <br />Sr~yker would cooperate in requesting the Highway <br />Department whereupon Snyker asked what changes have <br />occurred since the Highway Department last denied <br />request. The answer was that there is more traffic <br />now and more hazardous. Snyker also stated that <br />there are mar~r apartment buildings all along Larpenteur <br />-and accesses or median cuts from all could not be <br />allowed. Exits and entrances should not be made <br />or planned directly onto Larpenteur. Not allowing <br />U turns is sensible - too_much conflict. Lemberg <br />added that often traffic is backed up all fhe way <br />-- to Fairv3.ew Avenue. <br />Warkentien asked if home-owners object to driveway to <br />parking lot. Julian Lee suggested two driveways - one <br />in and one out. One resident thought that two drive- <br />ways would create more of a hazard, and also was of <br />the opinion that allowing a U turn would be most <br />sensible. <br />Warkentien asked Mel Spiegler if he were willing to put <br />a stub driveway in, to which Spiegler replied he would <br />do so between the 3rd and lath buildings. A show of hands <br />revealed about 25 people were in favor of this plan. <br />Philip Spiegler thought that inasmuch as only one party <br />is affected if driveway were put north of the northern= <br />.most building that his recommendation would be to place <br />it there and also it would not break up the continuity. <br />Stone asked if it were placed there, could i.t be properly <br />screened. Spiegler will keep the south edge of the <br />driveway in line with the north edge of the building, <br />which would leave about 18 to 20 feet to the property <br />lin®. He will do what engineer suggests as far as <br />screening and will also install a light. Spiegler was <br />advised to apply for a permit for building, after <br />engineer has approved his plan. <br />Mayor called recess at 1Os00 P.M. <br />
