Mrs. Alan McCoid <br />Variancse and Conditional Black introduced the folla~ing resolution and moved its <br />Use Permits - 2025 West adoptions <br />Larpenteur Avenue -_ <br />Student Housings ~iHBREAS, ~ioseph Wirrer, 1381 Almond Avenue, St. Paul <br />has made an application for a variance permit and condi- <br />tional use permit to convert a single family residence <br />into a student boarding house on property located at <br />-2025 West Larpenteur Avenue, which property is zoned <br />ffi A, with ten students instead of the eight students <br />maximum allowed by Village of Falcon Heights Zoning <br />Ordinance No. 6i~ as amended, and <br />~iHEftF.A5, the Village Council of the Village of <br />Falcon Heights referred said request for a variance <br />permit to the Planning Commission of the Village of <br />Falcon Heights, and said Planning Commission recommended <br />approval of said variance permit by a r eport dated <br />August 13, 1968, a copy of which report is on file in <br />the office of the Village Clerk and made a part hereof <br />by reference, and <br />WHEREAS, the Village Council of the Village of <br />Falcon Heights has rev.~e~red the request for said variance <br />permit, and has reviewed the report of the Planning <br />Commission, <br />NOW, THEREFORE, BE IT RESOLVED by the Falcon Heights <br />Village Council that <br />1. There are practical difficulties and particular <br />hardships in carrying out the strict letter of the <br />regulations of this ordinance. <br />2. The proposed variance and conditional use are not <br />inconsistent with the character and development of the <br />immediate neighborhood. <br />3. The granting of the request for a variance and <br />conditional use permit is necessary for the preservation <br />and enjoyment of a substantial property right of the <br />applicant. <br />!~. The granting of the proposed variance and cond. <br />use will not impair an,adequate supply of light and air <br />to ad~acen t property, unreasonably increase the congestion <br />in the public streets, increase the danger of fire, <br />endanger the public safety, unreasonably diminish or <br />impair established property values in the surrounding <br />area, or in any other way impair health, safety, comforts, <br />1 <br />1 <br />~L~ <br />
