2782
Attorney Seed asked if discussion could ensue this
evening as to advantages the Village of Falcon Heights
has by having paid firemen. Prifrel answered that he
is willing to discuss anything to pertains to this
contract - he is not closing the door to any discussion. He
wants to know the recommendations.
Mayor Warkentien stated that no action could have been
taken before because of the contract that was in force.
He .asked Prifrel if there were no longer to be paid firemen,
would Prifrel negotiate with the other two to which Prifrel
replied he would negotiate if there was only one.
Black stated he has not made up his mind yet as to the
financial difference and the difference in services
but if the same service can be given and there will be a
substantial economic difference to the villages he can see
where it will be advantageous and would welcome peoplets
opinions.
Prifrel: That is your business, it is not mine. When you
ask me to negotiate for only a portions you are asking me
to do something that is wrong. And if you are contemplating
this move, I consider it an unfair labor practice. If you
can proceed for all your employees, I am willing to
negotiate. If we have other things to~proceed with leg s
go ahead. ~.
Ecklund stated he had been working on this since he first
entered office in January 1968 - it has taken many hours
- of study. Prifrelt If you take an interest in your vil7.age,
I congratulate your you are doing a good job. In the
legislature in the last thirty years I have done research
and I feel I am a good legislator by finding good ways and
means. Others felt differently than I did, and I learned
that at times T made mistakes.
Ecklund: Are you accusing me of starting some type of
adverse action to get rid of paid men after you sent your
letter?
Prifrel: If you feel that you did that, then the shoe
fits. If it doesn't, then okay.
Ecklund: If you think that our economies and the betterment
of the department started after the first letter was
received, you are wrong. I started right away look3.ng
the department over around. the first of this year.
Prifrelt It seems that your major activity started only
after I started negotiations. It was research up to that
point.. when you gentlemen are ready to negotiate for all
of your employees, I will be back. I will wait for your
ea71.
Dick De5chriver Dick DeSchriver, Summer Recreation Program Director, was
Summer Recreation present. He stated that attendance at Falcon Woods
Program: ~ playground, as is shown on the report he submitted' was
not consistent with what they had in previous years and
