Edelman advised that he had been involved in these controversies <br />before and that if the Council left everything up to the citizens <br />the community would be nothing but citizens and no new businesses <br />would ever be permitted in. <br />N1r. Edelman proposed that since the water problem had arisen that <br />the pex~rnit be limited to a single bay. The Council was not in <br />favor of this as a one bay ~rould not be any more desirable because <br />then cars would be backed up farther and would be circling the <br />residential area waiting to get in. <br />ti.'hen asked about the problem of water running off onto the apron, <br />Mr. Druck replied that most of it would run onto the driveway and <br />that .was his responsibility. <br />Mr. Edelman stressed the point of a fair and unprejudiced new start. <br />He felt that if the Council would hear the matter under a new <br />application that both the parties would be doing the best they could. <br />Dog Nuisance at T~Tr. Richard C. Skogsbore of 1891 Tatum said that ti,Iilliam Anderson <br />1903 Tatum: of 1903 Tatum owns a. black labador which is a destructive nuisance. <br /> The owners moved in last May and ever since the dog has wrecked <br /> bushes, flower beds, and jumped fences. On the evening of January <br /> 22nd, the dog kept P~~r. Skogsborc awake until about 2:00 A.M. and <br /> also woke up his children. <br /> He stated that the Ramsey County Sheriff, B & E Patrol and <br /> the neighbors have talked to TZr. Anderson but to no avail. The <br /> Council stated that Mr. Anderson would be notified to appear. before <br /> the Council at the next meeting. <br />New Tumblers for The Ena;ineer stated that it would cost about~l5 to X30 to replace <br />Clerk's Office: the present tumblers for the lock systems. The Council decided <br /> to ta~,1e the matter for the present. <br />Fire Department The Attorney passed the rough draft over the desk of frank Moult en. <br />Legislation: Further changes consisted of elimination of monthly pension payments <br /> in favor of a lump sum benefit and a ~./5th majority Council vote <br /> for cYmges in the by-laws. <br />T;7orTQnen ~ s Compen- Black talked to T~Zr. Mortenson of Northland Agency about Ulorkmen ~ s <br />sation for Council: Compensation Insurance for the Council. The cost would be <br />approximately.~72.00 per year based upon the salary total of <br />p)~, 7L~0.00 per year for the Mayor, Clerk, Treasurer and Councilmen. <br />Black moved adoption of the follotrir~g resolution: <br />RESOLVED that the Village Clerk of the Village of Falcon <br />Heights acquire, on behalf of the officers and councilmen of the <br />Village of Falcon Heights, ~Torkmen~s Compensation Insurance <br />covering their duties as said officials. <br />The resolution was seconded by Ecklund and upon a vote being <br />taken was unanimously adopted. <br /> <br />
