Motion was carried. <br />Conditional Use I~Zr. Edelman stated that the main problem seems to be the matter of <br />Permit - Falcon the traffic situation on the corner of Hamline and Larpenteur. He <br />Oil Car TrJash: presented the Council with a letter from E. C. Bather & Associates, <br />traffic consultants, dated December 12, 1968, stating the results <br />of a traffic survey of thatarea in relationship to the number of <br />cars the Car ~rJash may attract to that intersection. Mr. Bathers <br />stated that his only concern is with the traffic problem and the <br />possibility of the car wash generating traffic congestion. No new <br />openings have been requested for the car wash. No Left Turn would <br />be permitted onto Larpenteur - the median would and must remain where <br />it is. The Car ti~3ash would exa.t onto Hamline and would require a <br />No Left Turn onto Hamline so as not to jam up traffic. Someone <br />from the, staff on the property would take care of the congestion <br />in order to keep the intersection clear at all times. <br />The car wash uses approximately 100 ga7..l.ons of water a minute. <br />The F~ngineer asked what provisions had been made to dispose of <br />this water. The owners proposed that it would flow through the <br />storm sewer. .They were advised that the line is owned by the <br />county and flows into the pit below Hamline on Larpenteur and is <br />then pumped into Lake Coma. They advised that they had not checked <br />into the availability and capacity of the water main at that point. <br />The Council also advised that they were concerned with the unsightlyness <br />of the steam effect that the car wash would present. T~Zr. Druck, <br />General Manager, replied that i.t was a commonly accepted method of <br />giving fast service. <br />The Attorney advised that consideration was also being given to the <br />volume of noise resulting from the car wash. The owners stated <br />that they were willing to comply with the hours set forth for <br />operation by the Planning CarrmLi.ssion. <br />The problem of the car wash becoming a hang-out for young boys <br />was discussed. The Mayor advised that the neighbors were concerned <br />about young boys.araund the station and that seeing as the matter <br />has never been completely corrected it would seem that this would <br />only cause more of the same trouble. P4r. Druck advised that presently <br />a 48 year old man and his 29 year old son are operatir~; the station. <br />
