Anderson was called to <br />meet with the Council referring specifically to T1r. Skogsberg's <br />complaint at the Council Meeting of January 23, 1969. It had been <br />reported that the dog continually ran loose and destroyed shrubbery. <br />I~r. Anderson asked if the Council had received more than one <br />complaint in regard to his dog. The Council informed him that they <br />have had many cal7_s about his dog from different parties. <br />Mr. Anderson admitted that his dog does runloose; but he said <br />that they try to keep him tied whenever possible. When confronted <br />witl~ a complaint that hi-s dog barked until 2:00 the morning of <br />January 23, 1969, Mr. Anderson stated that his dog was not a barker. <br />Ivlr. Ecklund stated that -they have had to chase the dog out of their <br />yard 'oecause he tries to get at the rabbits in his front bushes and <br />in so doing he breaks the brittle shrubbery. I~'Lr. Anderson stated <br />that he was more than willing to pay for the damage the dog caused <br />but that none of the neighbors ever tell him when the dog does <br />damage property,*. Many times, he stated, he has received calls from <br />people saying his dog is in their yard, but they won't say who <br />they are so r~1r. Anderson can retrieve him. Also, he mentioned that <br />his dog is not the only bla.clc Labrador in the area. <br />Mr. Anderson said that the dog ti~ras registered in St. Paul but <br />had recently lost his tag. He was not aware that Falcon Heights <br />reduired all dogs to be licensed in the Village. <br />NIr. Anderson felt that the stories were an exaggeration; but <br />Ecklund informed his that he had talked to many of the neighbors <br />and they didn't feel that way. <br />NIr. Anderson stated that he would do the best he could to contain <br />the dog. He purchased a dog license ~.~;fter the discussion and was <br />furnished copies of the applicable ordinances. <br />Resignation of TrTarkentien advised the Council that Philip Stocker had been <br />Philip Stocker elected to serve as chairman of the 1~epublican Party in District 1~9B <br />from Human I~,ights and due to a conflict of interest, he had submitted his resignation <br />Commission: as a member of the Human Fights Commission. Warkentien moved that <br /> the Council accept Iylr. Stocker's resignation from the Falcon Heights <br /> Human Rights Commission and commend him on his loyal and sincere <br /> service since inception of the commission. Stone seconded. Upon <br /> a cote, the motion was passed unanimously. <br /> Trdarkentien appointed George Carver, 1376 West Iowa, to the <br /> position vacated by Mr. Stocker to serve out the remainder <br /> of the three year term. Stone moved that the appointment be <br /> confirmed. Black seconded the motion. Motion was carried. <br />Warkentien asked that the Clerk prepare a letter to Mr. Stocker <br />regretfully accepting his resignation and to Mr. Carver advising <br />his of his appointment. Also, Reverend Van Kirk and Mrs. Kain <br />of the Human Rights Commission should be infomed of the appoint- <br />ment and resignation by letter. <br />1 <br />
