Floyd Sn~yker <br />1 <br />1 <br />1 <br />Martin Joyce: <br />Mr. Snyker: <br />28b1 <br />Actually, this culvert was installed by Falcon Heights to rvn <br />drainage to Roseville. If Roseville blocks it, this will <br />create a dam by the nature of the roadway. If there are not <br />adequate storm sewers available, the County would not undertake <br />construction of the road. <br />You don't allow them to cut that off if it would allow a cut- <br />off of your road. If they block it, the water would then <br />accumulate on Prior and Roselawn and block the road. <br />The County doesn't pay for it then. <br />Mr. Joyce: The County isn't going to allow anybody to cut into it. <br />Mr. Snyker: It was done with the assumption that amore stable system <br />would be put in in the practicable future. <br />Mr. Joyce: There is a moral issue involved. The other side of the coin <br />involved the few people affected. Almost everybody feels <br />that the expense does not justify the benefit. I don't know <br />of anyone in the area that feels th at $30,000 would justify <br />the result. If seems to me th at when you undertake storm <br />sewer construction, that you have to take in a larger area. <br />It is not economically feasible in a small area like this. <br />You might be a!.little premature on this. If you waited, then <br />ultimately, the problem would be resolved without Falcon <br />Heights taking arty action. I don't feel that the County <br />would allow or contribute to the plan unless the corner of <br />Prior and Roselawn was taken care of . Maplewood held out for <br />$200 in a project with St. Paul and eventually it got it. If <br />the County upgrades Fairview or Rosel afari, a substantial expense <br />would be born by the owner for this. What good is storm sewer <br />without curb and gutter? This is just the beginning of more <br />and more assessments. Roseville is the growing community -- <br />Falcon Heights is small and already grown. Roseville wants <br />the storm sewer. <br />Engineer Lemberg: For eight or nine years we have been waiting for an outlet <br />for this area. <br />Mr. Joyce: What does a one mill levy in Falcon Heights? <br />Mayor Warkentien: $3,71l~.00. <br />Mr. Joyce: Do you feel thatthis would be worth nine mills? To <br />Falcon Heights, that is a lot of money. <br />Councilman Black: Storm sewers operate well without curb and gutter. You are <br />telling us things that are pretty obvious. <br />Mr. Joyce: The only streets I am predicting are Fairview and Roselawn <br />for curb and gutter. In conclusion, if we did not order <br />this project, the problem on Roselawn would eventually be <br />resolved by the County and Roseville. <br />Engineer Lemberg: Tatum is trouble every year. Where do we drain water? <br />Mr. Sr~yker: I talked with the foreman and he had already had three calls <br />about that street this year. <br />
