2995 <br />C. The Village Council of the Village of Falcon <br />Heights referred said request for a conditional use permit <br />and said reports of the Village Engineer and Planning Con- <br />sultants to the Planning Commission of the Village of Falcon <br />Heights, and said Planning Commission recommended denial of <br />said conditional use permit by report dated June 10, 1970, <br />a copy of which report is on file in the office of the Vil- <br />lage Clerk amd made a part hereof by reference. <br />NOW THEREFORE, BE IT RESOLVED by the Village Council <br />of the Village of Falcon Heights that it hereby finds, <br />determines and declares as follows: <br />1. The proposed use will be detrimental to the health, <br />safety and general welfare of the community. <br />2. Said use will cause traffic congestion and traffic <br />hazards. <br />3. Said use will depreciate surrounding property <br />values. <br />~.. Said use will contribute to eye, noise and air <br />pollution in the surrounding neighborhood. <br />5. Said use will in the winter create a snow trap and <br />in addition make plowing of the adjacent alley burdensome. <br />6. Said use in relationship to the size and location <br />of the property constitutes an intensification of land use <br />which is completely out of character with the general pur- <br />pose and intent of the zoning ordinance and the comprehen- <br />sive plan. <br />7. Said use is not necessary for the preservation and <br />enjoyment of a substantial property right of the applicant. <br />8. There is no overriding public need for the reques- <br />ted use at the proposed location. <br />9. The request of said conditional use permit is <br />hereby denied. <br />Warkentien seconded the motion, and upon a +v!ote being taken, <br />the motion passed unanimously, whereupon said resolution <br />was declared adopted. <br />Water Cooler Stone moved that the Village enter into a rental agreement <br />Rental: with the Glenwood Inglewood Company, Glenwood Avenue and <br /> Thomas Avenue North, Minneapolis, Minnesota, to supply a <br /> water cooler and the necessary cups for the Village Ha11. <br /> Warkentien seconded and the motion carried. <br />Hamline Avenue Engineer Lemberg reported that the Hamline Avenue work <br />Cleanup: cleanup has been completed, and also that the County has <br /> plans to rebuild Hamline Avenue at a later date. <br />Arnold R. Kraft Taylor moved that the Village make a partial payment to the <br />Company Partial Contractor, Arnold R. Kraft, in the amount of $3,692.62 for <br />Payment: the Hamline Avenue Water Main Improvement. Warkentien secon- <br /> ded and the motion carried. <br />
