209 <br />REGULAR MEETING OF ~A~ARCH 11, 19bl~ <br />The regular meeting was called to order at 7:00 P.M, with the following members <br />presents T~ayor Harold C. Nilsen; Clerk W,A, Mortenson; Trustees Willis <br />Warkentien, Charles Stone, and William Black, Also present were Treasurer <br />;'Villiam E, Olsen, Engineer Bradford Lemberg, and Deputy Clerk Tina Vavoulis. <br />Black moved, seconded by Mortenson that the minutes of the meeting of February <br />2b be approved, Motion carried. <br />Mrs. Ernest Rinke of the League of Women Voters was present. <br />Correspondence - <br />County Assessors Invitation to attend annual instructional meeting <br /> for local board members and assessors on Wednesday, <br /> March 18, 196l~ was read. <br />Snelling-Comp Letter was read from the Department of Highrays, signed <br />Avenues Grade by the District Engineer and enclosed sheets of plans <br />Separations for the Grade Separation Project -Snelling and, Como <br /> Avenues-covering portion of Falcon Heights through the <br /> southeast corner of the fair grounds, <br />E. J. Pennig - Letter was read from Mr, Pennig who lives at 1795 North <br />Condition of streets: Fry Street regarding construction treatment of utility <br /> cuts in the streets to avoid conditions of mud and dust <br /> on the streets. <br />Application for Conditi onal <br />Use Permit - Proposed Frank Frazer, owner of the Falcon Heights Hardware <br />~3arden Supply Centers Store, was present regarding the garden supply center <br /> he would. like to build, as set forth in the conditional <br /> use permit application form submitted.. Such proposed <br /> center is to be located in the vacant lot known as <br /> Falcon Heights Bank property adjacent to Webers Cafe. <br /> Warkentien moved that the Conditional Use Application <br /> be referred to the Zoning Administrator and the Planning <br /> Commission for their recommendations. Mr. Frazer will <br /> provide proper plot plans and details to the Planning <br /> Commission, along with proposed parking plan and traffic <br /> movement. Motion was seconded by Stone, and upon a vote <br /> being taken, motion was carried. <br />Falcon Heights Mr. Frazer advised the Council that this Association has <br />Businessments been re-organized and has held several meetings. One of <br />Associations the purposes of the organization, he stated, is to improve <br /> the business section. <br />Treess On motion by Stone, seconded by Black, the follcn+:ing <br /> Resolution was adopted by the Councils <br />WHEREAS the special tree consultant to the Village <br />of Falcon Heights, Dr. C, Gustav Hard, has advised the <br />Village Council that certain tree diseases, including <br />dutch elm disease, have manifested themselves in the <br />metropolitan area, and <br />Z"JHEREAS, Dr. Hard has inspected the trees growing in <br />the Village of Falcon Heights, and <br />
