On a border street such as Hoyt, Saint Paul is <br />not likely to designate Hoyt as a State ~,id street. <br />Lamey: The tremendous amount of traffic on the street would be <br />an indication that we definitely do need a sidewalk. <br />Warkentien: Our difficulty is that we don't know what is going to happen <br />to Hoyt. If it is going to be extended westward or what. <br />I think we should proceed instead of deferring this. <br />Question: i~ihy is there such a great need for gutters? <br />Sheehan: This curbing will establish a grade for drainage all along <br />Hoyt and the water will be taken care of? <br />Lembergs Yes. <br />Stone: This actually happened on Iowa and on California when curb <br />and gutters went in. <br />Lemberg: Until storm sewers are put in, it is impractical to put <br />in curb and gutters. <br />Stone: ale have the petition for the one block - there are seven <br />families which have signed the petition, which constitutes <br />more than the required 35~, I~te don't like to improve just <br />the one block for curb and gutter, it doesn't make for a <br />satisfactory project, so we thought about including other <br />blocks. <br />It was stated that 1Srs. Johnson is opposed to sidewalk from <br />Pascal to Albert. Snelling I?rive to Arona is curbed. <br />Albert to Hemline Avenue -four people are opposed. Esther <br />Brown, 1373 West Hoyt has expressed she doesn't want it. <br />Pd~rs. Molkenthin was advised that if this were to be done, it <br />should all be done at one time. Discussion was held on <br />separating the two projects and engineer explained about <br />costs being less when project is combined. <br />Engineer answered questions about state aid by advising <br />that Hoyt Avenue would have to be widened to 1.al.~ feet and. <br />it is now 32 feet; and every tree on that street would have <br />to be removed, <br />Lamy: There is a lot of erosion now and if we don't do this now, <br />it will get worse. I would like to see it done now. <br />Lemberg: It couldn't be done tr~is fall - legal procedures, etc. - <br />there isn't enough time before winter. I would recommend <br />doing it next spring, The final action - either ordering <br />or not ordering this project has to be taken within six <br />months. <br />Hearing to be Stone introduced the following resolution and moved its <br />continued: adoption: <br />WHEREAS, pursuant to resolution of the council <br />adopted July 27, 1966, a report has been prepared by Bonestro~ <br />
