2139 <br />REGULAR MEETTNH OF SEPTEMBER lt~, 1966 <br />• The regular meet3.ng was called to order at 7:00 P.M. with the following presents <br />Mayor Nilsen, Councilmen Warkentien, Black and Stone. Clerk Strandquist was <br />absent. Also present were Treasurer Olsen, Attorney Richard Kyle and Engineer <br />Brad Lemberg. <br />Sewer Installer's Having met the requirements, Nilsen moved, seconded by <br />License - Breitner Black that Edmund J. Ryser of Breitner and Ryser be granted <br />and Hys ert Suer Ins tal.l.er t s License. Ayes : All. Nays : None. Motion <br />was carried. _. <br />Klatt Properties Roy Klatt made preliminary inquiry into requirements of <br />Hemline Avenue at village ordinances pertinent to developing his properties <br />Rugglest_ between Roselawn and Ruggles Avenue west of Hemline Avenue. <br />Investmentst Upoh recommendation of Treasurer Olsen, Black moved, seconded <br />by Warkentien that Village Treasurer be authorized to make <br />investments from funds in the Larpenteur Avenue WaterMain <br />and Pumping Station Fund and the Refunding Sanitary Sewer <br />Improvement of 1963.. Ayest All. Nayss None. Motion was <br />carried. <br />• <br />Nilsen moved, seconded by Black that investments maturing <br />on September 30, 1966 be called on or about the 26th day of <br />September, 1966 in order that commitment for principle and <br />interest due on certain bonds can be met on October 1st. <br />Ayes3 All. Nays: None. Motion was carried. <br />Maintenance Kenneth Quern, maintenance department, made regular report <br />Department Report: of activities to the council. <br />HEARING CONTINUED <br />Pursuant to resolutionfof the Council dated August 31, 1966, <br />Hoyt Avenue at which time the Council continued the public hearing on <br />Sidewalk and the Hoyt Avenue Sidewalk and Curb and Gutter Tmprovement~ <br />Curb and Gutter Mayor Nilsen opened public hearing. There were approximately <br />Improvement: ten people present. <br />It was stated that councilmen had made area inspection on <br />September 17 and found that the sidewalk could be constructed <br />without damage to surrounding properties and without placing <br />undue burden on residents. <br />• <br />Parker Anderson Mr. Anderson stated he was for curb and gutter and si~ie~ralks <br />1513 ~._Hoyt: but could not see why some people get by without hav3.ng a <br />sidewalk in this village and suggested that the village make <br />this a package deal and install sidewalks throughout the <br />village. He also suggested that inasmuch as eight people <br />on Hoyt Avenue are without sidewalks, those should be <br />installed this year. He was advised that time does not permit <br />installation before winter weather. <br />Engineer Lemberg commented on costs, drainage problems and <br />lawns, and width of Hoyt Avenue when project is completed. <br />In answer to Mrs. Molkenthints suggestion to construct <br />sidewalks throughout the whole village, which would bring <br />
