Pdotion was carried. <br />University Grove I~Iayor Nilsen stated that h® and Attorney Kyle had attended a <br />}Parking' meeting on Nov. 22 in the University Board of Regents' Room. <br /> In attendance were the Police Chief of the University, Assistant <br /> to the President of the University, Dr. Elmer Learn, and j~tr. <br /> Lukerman of the University. After discussion, Black moved that <br /> the Village Council authorize placing of traffic signs on the <br /> north side of Hoyt Avenue between Cleveland and Coffman to show <br /> 2 hour parking between the hours of 8s00 a.m. and l~:00 p,m. <br /> T~Iotion was seconded by Nilsen. Ayes: All. Nays: None, lotion <br /> was carried. It is understood the University will install signs <br /> needed at its own expense. <br />Cleveland Avenue Black moved that Village Engineer be authorized to send request <br />'Parking' to Ramsey County Commissioners that all parking be eliminated <br />on Cleveland Avenue between Larpenteur Avenue and Hoyt Avenue <br />and to post appropriate si~*ns. ~'-04otion was seconded by Nils en. <br />Ayes: Nilsen, Strandquist, Black and 6'darkentien. Nays: Stone. <br />P,~otion was carried. <br />University Grove Ikdayor Nilsen read from copy of letter of November 19 addressed <br />Homeowners' to Dr. Elmer Learn signed by Jeanne T. Lupton, Sect'-Treasurer <br />Association - of University Grove Homeowners' Association, <br />Recreations <br />Letter to i~iayor Nilsen from Jeanne T. Lupton dated Nov. 20, 1966 <br />was also read. The letters were in regard to recreation grogram <br />in the University Grove area. Request was made that area <br />bounded by Coffman and Ford Streets on the west and east, and <br />by Larpenteur and Folwell Streets on the north and south, be <br />available for recreation activities. Warkentien moved, seconded <br />by Blaclc that the council authorize the flooding and maintaining <br />of lot across the street from 21>!~ Folwell, which lot shall be <br />used. as a village skating rink. Same shall be accomplished <br />subject to the renewal of agraemont covering liability similar <br />to previous agreement made with the University. Ayes: All. <br />Nays: None. b'lotion was carried. <br />Previous to above motion, Nilsen advised that at meeting of <br />November 22, University officials had stated that said lot <br />would be cleaned up and graded and prepared for .flooding. <br />Larpenteur-Snelling Nilsen moved that the letter from the State Highway <br />Avenue Proposed Department dated November 17 and the enclosed proposed <br />Layout: layout (Copy 2 Layout 3G) be referred to the Village <br />Consulting Engineers for study and report.
