Nayss None. <br />Motion was carried. <br />iNo Parking' Signs <br />on Larpenteur Avenue <br />from Pascal to Arona: <br />Petitions signed <br />by residents: <br />Three petitions signed by residents affected by the <br />parking ban on Larpenteur Avenue (since corrnnencement <br />of Project 67-3) were submitted to the village council <br />by Mrs. Arlene Colburn. In addition to protesting the <br />parking ban, requests were made to (1) allow parking <br />during off-peak hours, (2) remove snow from the alley, <br />and (3) reduce speed to twenty miles per hour. <br />Assistant County Engineer Floyd Snyker was present, <br />listened to residentst problems regarding the parking <br />ban, and then outlined Ramsey County~s plans for Larp- <br />enteur Avenue and reasons for action taken. In part, he <br />stated that rather than have the sign department place <br />limited parking for a short period and then place different <br />signs for another short period, signs for ono parking <br />during the entire construction period were considered <br />feasible. Further, he stated that until this is completed, <br />there has to be no parking and until such time after <br />completion, when a survey can be conducted. The ultimate, <br />which will be accomplished some time in the future, will <br />be no parking on Larpenteur Avenue from one end to the <br />other. In the meantime, county will try to allow for <br />just as much as it can. When studies after completion of <br />groject are made, parking may be allowed. <br />Traffic cannot be crowded too far, because it results in <br />too many collisions. If the law is enforced, thirty miles <br />an hour is just as safe as twenty miles an hour. The State <br />has come out here and made survey of how fast a speed is <br />safe. Surveys as to total ruction of this cannot be made <br />until this particular job is completed. <br />Ramsey County equipment is too large for snow plowing of <br />alleys and would result in scratched garages, dented garbage <br />cans and similar complaints. Mayor Nilsen stated that it <br />has been the policy of the village that alleys are not plowed <br />by the village. The only 'alleyed~ areas are in Northome <br />section and the alley between Crawford and Larpenteur Avenues. <br />Majority of people have to shovel their own driveways them- <br />selves, sometimes for the entire length of lot, and for these <br />reasons, policy has been not to plow alleys. <br />State laws do not allow for arm parking facilities on <br />streets. When parking space is requested by the people, <br />the municipality can take measures. <br />Snyker again mentioned that parking will try to be <br />
