2602 <br />Falcon Heights Continuation of this Public Hearing until August 2l~, 1967 <br />Congregational was approved by resolution at the council meeting of <br />Church -Barthel August 10., 1967. Hearing regarding Supplemental <br />villas Supplemental Assessments against the Falcon Heights Congregational <br />Assessments: Church was ca~.l.ed to order at 8:00 P.M. with Roger Short <br />Hearing and Ray Hardy representing said church. <br />Continued: <br /> Roger Short again advised Council that the lots in <br /> question will be used for parking lots. If it weren~t <br /> for the fact that the church is a permanent fixture there, <br /> and is likely to remain, he could understand assessment. <br /> He believes it will be advantageous to the neighborhood <br /> to develop these for parking lots. The lots are not <br /> benefited by sanitary sewer and water, which in all <br />_ probability, will not be used. Assessments on sewer were <br /> paid on a couple of the lots ten years ago when the church <br /> did not know what the lots would be used for. He hopes that <br /> Council will take present request into consideration and <br /> reach conclusion that would be considerate of church. <br /> Warltentien stated that abatement was permitted because of <br /> the prohibited use of the property at that time. <br /> Short stated that it is a little hard to say if lots 1!~ and <br /> 15 are going to be used as parking lots, but they know about <br /> lots 20 and 21 which will be used as extension of present <br /> parking lot. <br />Mater Drainage on Short brought up the fact that the grade on Pascal drains <br />lots in question: north from Garden Avenue then to Ruggles. Even with the <br /> improvement of the storm sewer installed in 1966, there <br /> should be two inlets at opposite law points. Water still <br /> collects there. He believes that they will have to get <br /> inlets in there and drain it out to either Pascal or Holton. <br /> Inasmuch as church paid for storm sewer assessment and the <br /> water does collect, and it is going to take additional <br /> expense to drain the water from considerably more property <br /> than belongs to the church they may have to act. The inlet <br /> should be installed this fall because there is going to be <br /> water standing around in the spring and there will be a lot <br /> of unhappy people. <br /> Lemberg stated he has taken some pictures, but did not have <br /> them with him this evening. <br /> Short said it is the fault of no one in this room, but goes <br /> back to when the grading of that street was made many years <br /> ago. He also said that he knows of several instances where <br /> inlets similar to this have been installed. <br />Hearing Continued: Nilsen moved, seconded by Warkentien that Public Hearing be <br /> continued until 8:00 P.M. September 14, 1967 in order that <br /> the village engineer and attorney may make study of the <br /> drainage and possible installation of inlets on the lots <br /> in~question and report to the council. Ayes: All. Nays: <br /> None. Motion was carried. <br />
