2608 Resolution for After discussion, Black introduced the follor~ing Supplemental resolution and moved its adoption: Assessment of Block 1, Bar thel WHEREAS, on October 17, 1960, the Village Villas Addition Council adopted the assessment roll for the for Waterl~gain WaterMain Improvement of 1960 No. 1, which was Improvement of thereafter certified to the County Auditor and 1960 #ls extended on the proper tax lists of the County and WHEREAS, the proposed assessment roll showed Lots 20 and 21, Block 1, Barthel Villas Addition to have had an assessable frontage of 75 feet each for which an assessment of X551.25 was then made; and WHEREAS, since the incorporation of the Village, building permits have been refused on these lots because of the low topography and the erection of buildings thereon would interfere with natural drainage; and WHEREAS, said lots were omitted from the WaterMain Improvement of 1960, No. 1 assessment at the request of the owners until such time as the Village Council would authorize building permits at which time the assessment would be reinstated; and WHEREAS, the Village has constructed a storm sewer system eliminating said lots as natural drainage areas and said lots are now useable for all purposes; NOW, 'I~iEREFORE, BE IT RESOLVED s 1. There is hereby levied a supplemental assessment of X551.25 for the WaterMain Improvement of 1960 No. 1 upon each of Lots 20 and 21, Block 1, Barthel Villas, and each of said lots is found to be benefited by the proposed improvement in said amount. 2. Such assessment shall be payable in equal annual installments extending over a period of 13 years, the first of the installments to be payable on the first Monday in January, 1968 and shall bear interest at the rate of 6~ per annum from the date of the adoption of this assessment resolution. To the first installment shall be added interest on the entire assessment from the date of this resolution until December 31, 1968. To each subsequent installment when due shall be added interest for one year on all unpaid installments.
