2610 <br />Extension of <br />Storm Sewer <br />Drainages <br />Summer <br />Recreation <br />Program <br />.Review <br />NCJ6ff, THEREFORE, BE TT RESOLVER by the Village Council of <br />the Village of Falcon Heights, Minnesotan <br />1. The assessment originally adopted Au 2s~ ~, 1957 by <br />the Village Council in the amount of ~672.OC'~~or the Sanitary <br />Seger System Improvement No. 1 is hereby reassessed and shall <br />constitute the special assessment against Lots 11~~ 15, 20 and <br />21, Block 1, Barthel Villas, and said lots. are found to be <br />benefited by the improvement in said amount. <br />2. Such assessment shall be payable in equal annual <br />installments to be payable over a period of 10 years, the firs t <br />of the installments to be payable on the first Monday in January <br />19E8, and shall bear interest at the rate of 6~ per annum from <br />the date of the adoption of this assessment resolution. To the <br />first installment shall be added interest on the entire assessment <br />from the date of this resolution until December 31, 1968. To each <br />subsequent installment when due shall be added interest for one <br />year on all unpaid installments. <br />3. The owner of said. lots so assessed may, at any time prior <br />to certification of the assessment to the county auditor, pay the <br />whole, of the assessment do such~pro~erty'with interest accrued <br />to the date of payment, to the Village Treasurer, except that no <br />interest shall be charged if the entire assessment is paid within <br />30 days from the adoption of this resolution; and he may, at-any <br />time thereafter, pay to the county treasurer the entire amount of <br />the assessment remaining unpaid, with interest accrued to December <br />31 of the year in which such payment is made. <br />~.. The Clerk shall transmit a certified duplicate of this <br />assessment to the county auditor to be extended on the proper <br />tax lists of the county, and such assessments shall be collected <br />and paid over in the same manner as other municipal taxes. <br />The motion-for the adoption of the foregoing resolution was duly <br />seconded by Stone and upon a vote being taken thereon, the following <br />voted in favor thereofs Nilsen, Strandquist~ Stone, Black and <br />Warkentien, and the following voted against the sames None. <br />Whereupon said resolution was declared duly passed and adopted. <br />econded by Warkentien <br />Stone moved that the Village Council authorize the village <br />engineer to undertake an investigation and to plan the most <br />feasible method of extending the existing storm suer drainage <br />area to include the property lying between Pascal and Holton <br />Streets and Roselawn and Garden Avenues and to obtain preliminary <br />estimates as to cost. Engineer is instructed to confer with <br />owners of properties (which includes both the Falcon Heights <br />Church and private land owners) regarding drainage. Said plans <br />shall be submitted to the Village Council at the next regular <br />meeting. Ayers All. Nays: None. Motion was carried. <br />Dick DeSchriver was present and gave report of the 1967 Summer <br />Recreation Program. He feels that the council should take a <br />look at the program and see what direction to take. At present <br />village is conducting a minimally adequate program. The <br />southeastern quadrant of the village could be serviced by <br />adding to the staff and other expenses. He felt that two-and- <br />one half staff members is only minimally adequate and program <br />could be further enhanced. Three staff members would be more <br />
