SPECIAL ~~ETING THURSDAY March 6, 1958. #9b9 , <br />i,~eeting was called to order at 7:30 P. ~.~., the followi ng Council p~~embers being <br />. present. Ha rold C. Nilsen, Mayor; George Shavor, Trustee; Willis Vlarkentien, <br />Trustee; and Paul Coppini, Trustee. Also present were Frank N. Graham, Village <br />Attorney and Ethel White, L7ep. Clerk and Dep. Treasurer. Absent: Wm. R. Utecht, <br />Clerk and ~`m . E. Olsen, Treasurer. <br />The minutes of the February 27th meeting ~rere~apr~ro?ved=a.s~;subinitt~d. <br />Larpenteur Village Engineer, Vernon L. Ljungren, reported that he had met <br />Avenue with representatives of the Ramsey County Engineer's Office on <br />Improvement ndarch ~., 1958, and was advised at that time that the County, <br /> upon recommendation of the State Highway Department, is terminating <br /> the 1958 portion of the Larpenteur Avenue Improvement Project at <br /> Arona rather than a.t Snelling as had been previously planned. <br /> the State Highway Department is planning major improvements on <br /> Snelling north from University Avenue, in St. Paul and preliminary <br /> indications are that the Snelling and Larpenteur intersection will <br /> be drastically changed with the possibility of a Snelling Avenue <br /> underpass. Final plans are subject to a complete review of the <br /> intersection by the State. In view of this the Larpenteur Avenue <br /> Storm Sewer Construction by the County will also terminate for <br /> 1958 at Arona rather than at Fry Street as had been planned. <br /> Ljungren also reported that he is setting up a meeting with the <br /> District ~gi:neer off' the State Highway Department for the purpose <br /> of getting `'urther clarification of the Departments' plans and <br /> the effect of the improvement upon the Falcon Heights business <br /> district. <br />Storm Ljungren reported on his meeting with representatives of the <br />Sewer Ramsey County Engineer's Office on r~garch ~.th, 1958, regarding <br /> their plans for Storm Sewer along Larpenteur as a part of that <br /> improvement. He stated, that as a result, the County has <br /> approved our initial plans conr_ecting our proposed Storm Sewer <br /> on Crawford between Asbury and Simpson to one on Arona beginning <br /> at Larpenteur and running north to Crawford rather than continuing <br /> the Crawford Sewer east to Pascal and thence south on Pascal to <br /> Larpenteur. Ljungren pointed. out to the County representatives <br /> that the village could effect a saving of approximately :!61.0,000.00 <br /> by approval of our original plan. <br /> Ljungren submitted a map showing the plan revision for the Storm <br /> Sewer in Districts A and H vrith the outline of the boundaries of <br /> the district, and recommended that the two former districts be <br /> combined into one Storm Sewer Improvement and that henceforth <br /> this improvement be referred to as Storm Sewer Improvement #l. <br /> Ljungren submitted a preliminary report on tk~e proposed Storm <br /> Sewer Improvement by letter dated ~.~Sarch 6th, 1958 in which he <br /> reported that the proposed Storm Sewer is feasible and that it <br /> can best be made as a separate Storm Sewer Improvement. The report <br /> contained an itemized statement of preliminary estimate of cost <br /> amounting to 918,150.00 and a recommendation regarding the <br /> splitting of the cost for the 29.1 acres involved a.s between <br /> General and Special Assessment. The preliminary basis recommended <br /> 28.t~~ of cost of improvement to come from General Fund and 71.6 to <br /> come from Special Assessment. <br />RESOLUTION The following resolution was moved by George Shavor, seconded by <br />Udarkentien and unanimously carried: <br />
