<br />created a•lack of understanding on the part of the public
<br />with respect to the financing of storm sewers, and it was
<br />Frith the intent of clarifying and creating a better understanding that the
<br />-- report was quoted in part. Nilsen conc~.uded his remarks by informing the
<br />people that the price of progress is costly, and asked this question:
<br />'nA~herein does our thinking lie with respect to continued municipal im-
<br />provements?"
