~~N <br />Village Engineer Ljungren described the technical aspects of <br />the proposed improvement and referred to the map showing the <br />drainage districts that had thus far been set up in the village. <br />He also informed the. people that Ramsey County is going to <br />underwrite the cost of the Storm Sewer under Larpenteur Avenue <br />in connection with its 1958 improvement work. <br />Trustee Geo. A. Shavor, ~°rith the aid of charts, discussed the <br />tax structure of the village as it pertained to the conduct of <br />Village Operations. He also pointed out the mill rates a-~nlied <br />for the State, the County and the School District. Shavor fur- <br />they pointed out that the Village of Falcon Heights tried to <br />operate on as economical a budget as possible in vie~,r of the <br />proportion of the taxes levied by the other taxing bcdies. <br />The meeting was than opened to those in attendance vrho wished <br />to speak either for or against the proposed improvement. During <br />the question and Answer Period., the iliembers of the Council, the <br />Village Engineer and the Village Attorney answered questions <br />from the floor with respect to the proposed improvement, and <br />the persons listed below expressed themselves as follotivs: <br />P~Ir. Stanley Hart, 11188 Crawford said if Falcon Heights connected up to the <br />sewer at Arona, it v;Tould benefit the whole village and. he thought the <br />assessment should be spread over the entire village. <br />::fir. Lewis Payin, 1465 W. California, asked how he would be assessed inasmuch <br />as the two sewer district lines ran rigrt through his property. He was <br />told he would be assessed on half his property for the present proposed <br />improvement and one half on the other half of his property when, and if, the <br />other improvement went through. <br />n!Irs. John Kelsey, 1l~70 California asked if they would be assessed for both <br />irnprovements, and she was advised it would be split. <br />:ir. A. H. Kinney, 1795 Arona, said he would like to question the necessity <br />of the storm sewer. He tivondered if it wouldn't be possible that a change <br />in the grade would take care of the drainage ~oroblem. He wondered about <br />the concern over getting rid of a little surface water they have had for <br />years and years. <br />ter. Thos. Cannon, 1773 Arona said he couldn't understand why, when the water <br />runs free for about 1900 feet, we should pay so much to put it through a <br />pipe for such a short distance. <br />r~~r. J. R. u'~ alker, 1781a Asbury, said they bought high ground, and paid a <br />higher price for it, to get away from drainage trouble. He didn't feel they <br />should be assessed for drainage benefitting people on lower ground which was <br />bought at a lower price. <br />i~2r. Gerhard Schmitt, 1725 Asbury, asked if it wouldn't be more practical <br />to lower the grade on Crawford so it would. drain into the County Sewer. <br />Engineer Ljungren advised him that Crawford would have to be raised about <br />a foot to drain into Larpenteur. <br />:':4r. Thos. Cannon, 1771 Arona, asked vrhat in the v~~orld is the matter with <br />lowering the sev~rer on Arona and draining the whole thing. i!~r.
