Mousseau, 1510 Crawford said he lived on the low side of the hill <br />and has had water to contend with for 18 years, and thinks he could stand <br />another 15 years of it. He said he cannot afford any more taxes. <br />Prlr. 1~. Vr. Helms, 1789 Asbury, said he doesn't think people living on <br />high ground have any responsibility for people living on low ground, but <br />thinks we need a storm sewer, and doesn't see why the business area doesn't <br />pay a larger percentage. <br />'+~r. l~eatherston, 1867 Simpson, pointed out that if we assess Areas A and B <br />for the Storm Sewer Improvement #l, the runs would be short and the lots <br />small in comparison, for instance, to Area C where the runs would be long <br />and the lots are large. In Area C, evidently, the cost would be well over <br />$107.00 a lot. <br />=.~Ir. L. A. i,~eyer asked. if this project had been started by a petition of any <br />of the residents or if it eras being done at the instigation of the Council. <br />P~4r. Russell, 150l~ Crawford, said he wasn't for it or against it, but <br />as far as determining who were the benefitting parties, he thought anyone <br />who used the street was a benefitted party. <br />tdr. A. 3. Kinney, 1759 :Arona, said he couldn't help but feel that the pro- <br />posed storm sewer is too costly. He thought a little cut on Crawford might <br />permit the water to run both ways and run into the sewer. <br />i~dr. 4'ueatherston, 1867 Simpson, asked if the fact that the other drainage <br />areas weren't being brought up for discussion at this time indicated they <br />hadn't been studied. <br />?~~Ir. C.-Alexander, 1866 Arona, asked if anybody knew if there was an easement <br />for the storm sewer. <br />I~ir. Juleen, 1530 VJ. Larpenteur, said that a lot had been said about the <br />business buildings and he said he wanted to bring up a point. He said we <br />will benefit by this thing -- there's no question about, it, A number of <br />years back, we spent a lot of money. Present plan doesn't show culverts <br />under Larpenteur. The Business men paid for placing curbing and black top <br />for the business block. Keller's rearra.ngment of block 10 was also in <br />this development. They have no objection to the thinking of Kinney and <br />V6eatherston and admit there are a few inequities. They put in man-hobs <br />and under-ground sewer tile. A number of ,years ago the Council turned down <br />an offer of 50 to 70 thousand dollars to put this seVrer through to the Gottfried <br />pit. 50 to 80~ of the water brill go into the County Sewer anyway. However, <br />the Shopping Center has been sued, and the village has been joined in that <br />suit, because of the water that comes from Crawford and roes thro~zgh "4ir. <br />Hansen's basement, and he doesn't blame Mr. Hansen for suing. They are just <br />fortunate enough to have insurance. He thinks all the village should pay <br />for the storm sewer if anybody does. <br />n~Ir. Sandels, 1795 Arona., asked if the S?18,500.00 price covered the cost <br />of the pump as well as laying of sewer pipe. He also asked for a breakdown, <br />and after ~~rlr. Ljungren gave it to him, he said he felt the prices were in <br />line. <br />
