SPECIAL MEETING JUNE 30th, 1958. `'"~' <br />~~~ <br />Meeting was called to order at 7:05 with the following Council Members present: <br />Harold C. Nilsen, Mayor; George Shavor, Trustee; Willis Warkentien, Trustee; Paul <br />Coppini, Trustee and Wm. Utecht, Clerk. Also present were Frank Graham, Village <br />Attorney, and Ethel E. White, Deputy Clerk and Deputy Treasurer, Vern Ljungren, <br />Village Engineer and Dean Anklan, Ramsey County Maintenance Engineer. <br />Mayor Nilsen advised Mr. Anklan of our dissatisfaction with the work <br />the County had been doing on our streets and alleys. Mr. Anklan ad- <br />vised that this was due to the fact tha±, they had used some inexper- <br />ienced help; that this, however, was no excuse and the bill was being <br />adjusted. During the discussion it was brought out that the work on <br />the East side of Arona, with which the Council was particularly dis- <br />satisfied had been done by the County for the City of St. Paul. Engineer <br />Ljungren said that he had contacted Mr. Holzer of the City of St. Paul <br />and told him that he wanted to check compaction, etc. before they sur- <br />faced what had been dug up when laying the water main. Mr. Hindermann, <br />of the Village Street Commission, called him one day and told him the <br />County was working on the street without having given Ljungren a <br />chance to inspect compaction, drainage or material. It is also Ljun- <br />gren's opinion that repair work was done when trench was too wet. <br />Ljungren is to check at Arona, make up an itemized order specifying <br />work to be done and write the City. <br />Mr. Anklan pointed out that all the Villages in the County have a <br />stake in the equipment used by the County, and that the County does the <br />work for just about half of what it would cost to have a private contractor <br />do it. He advised they would send in an experienced crew to correct the <br />work previously done, including correcting the places where they had <br />stopped the drainage. He said they try to line up a days' work before <br />they send a crew into any one village, rather than fix one hole at a <br />time because it was more economical to plan a days work. He also said <br />they have to have a specific work order from Ljungren, our engineer, <br />before they can do anything. Ljungren was instructed to issue a work <br />order as follows: <br />Sweep, patch and seal coat Ruggles from Haml'i~e to Albert, Garden from <br />Maple Knoll to Snelling, Paint Barricade at F~-~ Cnd of Iowa, Repatch <br />alleys where water has been stopped, Arona to Albert between California <br />and Larpenteur. <br />Regarding complaint about crews going to breakfast after presumably <br />reporting for work; Anklan advised that they were not supposed to, but <br />that: the oilers were starting work between five and six and were en- <br />titled to a coffee break about 8 or 9. Anklan also advised that <br />where County Streets are torn up to install sewer or other utilities, <br />the County does not take over again until the responsible party puts <br />the street back into acceptable shape; and then the County resumes <br />maintenance. He said the County is more than willing to help out with <br />drainage problems; but that it is up to the sewer installers to see <br />that the trench is properly compacted and patched. The County takes a <br />"Hands Off" policy until local contractors finish and turn streets back. <br />Wm. Chenowith, Ramsey County Traffic Safety Engineer, has charge of <br />painting -- he has some new equipment which isn't working out quite <br />right and he is far behind schedule, but they expect to be able to start <br />very soon. <br />Coppini said he felt it .would be a good idea if the County would advise <br />those in the villages who are responsible for the street work when the <br />various jobs had been finished. Anklan advised it had never been done, <br />
