~~~~~ Heights at the Village Hall, 1644 W. Larpenteur, St. Paul, 13. Snelling Mr. Graham's Netter of July 9th was read regarding the Snelling Avenue Avenue Drainage Hole. It stated he was enclosing a Thermofax Drainage Copy of the stipulation for settlement in the condemnation Hole proceeding dated November 8th, 19115, whereby the State of Minnesota acquired the westerly 20.5 ft of lots 1, 2, 3, ~, and 5 and the northerly 19 ft of lot 6, block 9, Northome 2nd Addition for Highway purposes. Under this condemnation proceeding, the State acquired this 20.5 strip which runs from Idaho Avenue south along Snelling Drive for approximately 310' for Highway Purposes, and as an incident to taking this strip of land, they also acquired the right to drain surface waters from Snelling Avenue onto the said property. The order further provided that the owners of the property could fill the prop- erty if the constructed a sump at their own expense adjoining the culvert draining the surface water onto these lots which sump must be at least 15 ft square and run down through any rock or hardpan at the point where constructed. Snelling It stated TKDA & Associates were writing with reference to Drive - I~oyt acceptance of the resurfacing of E. Snelling Drive from Hoyt to to Roselawn Roselawn and the restoration of the road shoulder along the west side of the south bound lane on Snelling from approximately Garden to Larpenteur and the resurfacing of the service drive along the west side of t!-~e south bound lane. The construction also included crossing under Snelling Avenue at Larpenteur. Crossing was made by jacking a 36" reinforced concrete pipe, Table 11 culvert pipe, under the north and south bound lane and installing therein a 15" vitrified clay pipe with hot poured bituminous joints. The space between the vitrified pipe and the concrete culvert pipe was filled with sand and the ends closed with a brick bulkhead. He asked the Highway Department's approval and acceptance of this work so that the release of the deposit held by the State Highway Department may be made to the Village and the work of the contractor accepted for final payment. He stated he would like to recommend final payment of the work to the Council at their meeting of July 24th. Street Insp. Street There was a discussion regarding the advisability of having P~~aintenarice our own man or a small contractor such as Nialter Hermes do minor repair work such as patching and. cleaning out gutters, etc. It was suggested that Coppini investigate that matter further and report to the Council at a. later date. Bird Paths The Deputy Clerk was instructed to check list of addresses due to Sewer ~ and send Attorney Graham itemized list showing which contractors Installations had made the various installations that caused depressions which were repaired by the Village.
