~~~~~ <br /> Heights at the Village Hall, 1644 W. Larpenteur, St. Paul, 13. <br />Snelling Mr. Graham's Netter of July 9th was read regarding the Snelling <br />Avenue Avenue Drainage Hole. It stated he was enclosing a Thermofax <br />Drainage Copy of the stipulation for settlement in the condemnation <br />Hole proceeding dated November 8th, 19115, whereby the State of <br /> Minnesota acquired the westerly 20.5 ft of lots 1, 2, 3, ~, <br /> and 5 and the northerly 19 ft of lot 6, block 9, Northome <br /> 2nd Addition for Highway purposes. Under this condemnation <br /> proceeding, the State acquired this 20.5 strip which runs from <br /> Idaho Avenue south along Snelling Drive for approximately 310' <br /> for Highway Purposes, and as an incident to taking this strip <br /> of land, they also acquired the right to drain surface waters <br /> from Snelling Avenue onto the said property. The order further <br /> provided that the owners of the property could fill the prop- <br /> erty if the constructed a sump at their own expense adjoining <br /> the culvert draining the surface water onto these lots which <br /> sump must be at least 15 ft square and run down through any <br /> rock or hardpan at the point where constructed. <br />Acceptance Steffes letter to H. E. Palmer, Dist. Maint. t~ngr. Minn. <br />Resurfacing Highway Department, 1246 Unive~~sity Avenue, St. Paul, was read. <br />E. Snelling It stated TKDA & Associates were writing with reference to <br />Drive - I~oyt acceptance of the resurfacing of E. Snelling Drive from Hoyt to <br />to Roselawn Roselawn and the restoration of the road shoulder along the <br /> west side of the south bound lane on Snelling from approximately <br /> Garden to Larpenteur and the resurfacing of the service drive <br /> along the west side of t!-~e south bound lane. The construction <br /> also included crossing under Snelling Avenue at Larpenteur. <br /> Crossing was made by jacking a 36" reinforced concrete pipe, <br /> Table 11 culvert pipe, under the north and south bound lane <br /> and installing therein a 15" vitrified clay pipe with hot <br /> poured bituminous joints. The space between the vitrified <br /> pipe and the concrete culvert pipe was filled with sand and <br /> the ends closed with a brick bulkhead. He asked the Highway <br /> Department's approval and acceptance of this work so that the <br /> release of the deposit held by the State Highway Department <br /> may be made to the Village and the work of the contractor <br /> accepted for final payment. He stated he would like to <br /> recommend final payment of the work to the Council at their <br /> meeting of July 24th. <br />Street Insp. Letter from Steffes of TKDA & Associates, regarding program <br />Tour for completing the work, and listing 17 trouble spots was <br /> discussed. <br />Street There was a discussion regarding the advisability of having <br />P~~aintenarice our own man or a small contractor such as Nialter Hermes do <br /> minor repair work such as patching and. cleaning out gutters, <br /> etc. It was suggested that Coppini investigate that matter <br /> further and report to the Council at a. later date. <br />Bird Paths The Deputy Clerk was instructed to check list of addresses <br />due to Sewer ~ and send Attorney Graham itemized list showing which contractors <br />Installations had made the various installations that caused depressions <br /> which were repaired by the Village. <br />Resurfacing Letter of July 1ltth written by Steffes of TKDA Rr, Associates to <br />Streets &.
