TKDA & Associates have been informed that L3ungren will place grade stakes on Tatum for Craig Company. L3ungren stated tests made on Tatum before work was started showed two that passed and two that didn't pass. When Steffes and Kieth Peterson were on the street in- specting, Peterson turned up a big hunk of black dirt 2 to 3 feet across. They also picked up another big clod in the center of the street. There is more clay on the sides, but some in the center also. Both Lametti Company and TKDA & Associates are aware of this. Policing There was a discussion regarding policing. Public Safety Commissioner Arndt advised Humphrey will have to be off six to eight weeks because of illness. Arndt has interviewed a fellow by the name of Peterson who will start work August 1st. It was moved by Utecht, seconded by Coppini, and unanim- ously voted that Warkentien and Arndt be authorized to make a study of the cost and advisability of obtaining a full time night policeman. Garage The matter of building a garage was discussed and it was de- cided to drop it until the need becomes more imperative and we can make a more complete survey of our needs. Investment Attorney Graham advised that, the 10 - X5,000.00 Treasury Sinking Fund Bonds had been purchased at a little better price than we had anticipated due to the market being a little lower. Barthel Attorney Graham advised he had wri±ten Mr. Greenstein of Villas Douglass, Sheets and Fell, regarding the petition asking that we (1) Issue Building Permits, (2) Abate the Sanitary Sewer Assessment, (3) Purchase the premises, or (!t) Condemn the premises. He advised he had checked the law and it appears, under Section lt29.071 MSA, the Village upon the same notice and after a hearing, may make a supplemental assessment to correct "omissions, errors,. or mistakes" in the original assess- ment. Graham believes this language is broad enough to permit the Council, after proper proceedure, to eliminate the original assessment, and a second assessment hearing would have to be held at such later time as it is determined that the lots can be used for building purposes and at this hearing the original assessment without interest up to that time would probably be reimposed upon the lots involved. If the first half of the taxes for 1957 has been paid, steps can be taken after first hearing to return these payments to clients. Mutual Aid Letter from H. J. Dachtera, Secy., Falson Heights Fire Depart- Fire Dept. ment Relief Association, regarding the possibility of mutual aid between Falcon Heights and Roseville. Dachtera advised that at the July 1st meeting of the F. H. Volunteers, it was unanimously voted to hold an informal get-together with the Fire Department of Roseville and its representatives, at the Falcon Heights Fire Station August 5th, 1958 at 8 P. M. It is the opinion of the Volunteers that this "TJiutual Aid" would be advantageous. The matter was referred to Attorney Graham for checking as to legal questions.
