MINUTES OF THE REGULAR ".F,ETING OF DECEP~~BER 18, 1958. <br />The meeting was called to order at 7:00 P. P~., the following Council ?.2embers <br />being present: Harold C. Nilsen, Mayor; George Shavor, Trustee; Krillis <br />6Yarkentien, Trustee; and Paul Coppini, Trustee. Also present were Frank N. <br />Graham, Village Attorney; Wm. E. Olsen, Treasurer; Vern Ljungren, Village <br />Engineer; Nick Christensen, Building Inspector, and Ethel E. White, Deputy <br />Clerk and Deputy Treasurer. Absent: Wm. A. Utecht, Clerk. <br />Minutes of the Canvassing Board Meeting of December 4th were approved as <br />submitted. <br />N!inutes of the regular meeting of December 4th, 1958, were approved as <br />submitted. <br />Street Re- Letter of December 18th, signed B. L. Gage, Gage Construction <br />surfacing Company, was read. It stated: Gave agrees to pay X51188.58 as <br />Falcon Woods their share of the resurfacing cost of the streets in Falcon <br />No. 1. Woods No. 1. The failure of this surface was due to condi- <br />tions not under the control of the Gage Construction Company. <br />Payment is being ~-ade not as an obligation but as an effort <br />to preserve the fine relations that have always existed between <br />the Village of Falcon Heights and the Gage Construction Co. <br />Falcon Letter of December 18th from Milner W. Carley & Associates, <br />Woods signed Vernon L. Ljungren was read. It stated he had viewed <br />No. 2. the work done on Prior from .Autumn to Summer, Summer from <br />~t4oore to Howell, Moore from Summer south to and including the <br />cul-de-sac, and Howell from Summer south to and including the <br />cul-de-sac; and finds that same has been fully completed <br />according to contract; and recommended that the Village pay <br />Avoles Contracting Company, the contractor, balance of <br />95.,634.94 due. <br />It was moved by Coppini, seconded by Shavor and unanimously <br />. voted to pay Avoles 94,634.94 out of the ^rage Escrow Fund. <br />Larpenteur Letter from Adilner 1Y. Carley & ~9ssociates, dated December 18th, <br />Avenue Imp. signed by Vernon L. Ljungren was read. Letter stated: County <br />& water main has funds to improve Larpenteur and plan to start work next <br />Spring. Project will start about ?_00' west of Snelling and <br />continue to the `Nest County Line. They anticipate constructing <br />a "City Type" section west to approximately the east edge of <br />the University property lying north of Larpenteur. From that <br />point west, they plan a modified "City Section" consisting of <br />4 concrete driving lanes with a media strip, a 9' bituminous <br />shoulder on each side and a shallow ditch for drainage. They <br />are considering constructing storm sewer under the "City Type" <br />section to discharge into the draw immediately west of the <br />Village Hall. They do not contemplate storm sewer under the <br />"?vodified City Type" section. <br />City of St. Paul cannot justify water main along Larpenteur as <br />part of their system. Work would have to be done by the <br />Village of Falcon Heights. Ljungren recommends water main <br />installation as far west as the University property. <br />It is the opinion of the Council and Nick Christensen that this <br />water main should be insta]1ed at least to the University <br />Property this Spring because of the proposed apartment project. <br />~~tii <br /> <br />
