Z~~-S REGULAR MEETING JANUARY 22nd, 1959. ";geeing was called to order at 7x00 P. M., the following Council Members being present: Harold C. Nilsen, Mayor; Geo. J. Shavor, Trustee; Willis Warkentien, Trustee; Paul Coppini, Trustee and Wm. R. Utecht, Clerk. Also present were Frank N. Graham, Village attorney, Wm. E. Olsen, Treasurer, Nick Christensen, Building Inspector, Vern L~ungren, Village Engineer and Ethel E. i~Thite, Deputy Clerk and Deputy Treasurer. The Minutes of the Special Meeting of December 29th were approved as submitted. The ~.4inutes of the Regular Meeting of January .8th were approved as submitted. 1 Paid. It was moved by Warkentien, seconded by Utecht and unanimously Holidays voted to set the six following holidays as Paid Holidays at regular straight time, or an equal amount of compensatory time for all full-time policemen: .New rears L'ay, Decoration Day, ltth of July, Lahor Day, Thanksgiving and Christmas. Policing There was a general discussion regarding policing. The following points were brought out: On Saturday, January 17th, the Falcon Heights squad car , mar;ned by Officer LeRoy Humphrey, was ob- served in front cf Dachtera's house ?t )x:00 P. M. It was still there at I~:25 and„emained there until 4:1t0. The log sheet for that day does not conform with the report received .from the Sheriff's Despatcher. The log indicates that during the time in question, the squad car was patrolling the streets. T'~.e Sheriff's P..enort indicates the car was not out of service and shows a call at 11:13. The log indicates no such call, The matter was referred to Warkentien for investigation. A citizen reported his car had been seriously and deliberately damaged by two kids in a Plymouth with twin tail pipes while it was parked along the street by the Idaho Skating Rink. Officer Dachtera took the information, but did nothing about it and the matter was turned over to Officer Johnson a couple days later. by the Police Commissioner. People who have no legitimate business in-the squad car have been riding as passengers with Officer Dachtera. Officer Dachtera has been insolent in his manner and making derogatory remarks about Village Of~'icials to the general public. It was recommended that Warkentien get in touch with Officers Dachtera and Johnson and ask tha+., they appear at the next Council Meeting, January 29th, at 7:00 P. M. regarding uniformity of operations. Ramsey Co. Letter of January l~.th from Harry S. i?ronson, County Engineer, "umping Sta. was read. It stated that the lift station and force main has been Gottfried installed on the north side of Larpenteur Avenue, west of Fernrvood. Pit The installation was financed by Ramsey County. Our agreement was to reimburse the county for 1/3 of the: cost which amounts to X13,969.65. Vern L~ungren advised the Council that at the time this installation was under discussion, Bronson told him he thought financing could be arranged by paying 1/3 of our share each year • until we had completed payment. rttorney Graham will contact Bronson and try to arrange for three payments of 1/3 each, a year • apart, with the thought in mind that the Village will pay 1/3 this year, and the balance next year, if finances permit.
