1187 <br />That the Council refuse to grant the building permit as being con- <br />trary to the best interests of the village. It appears that the <br />proposed construction would affect adversely public health, safety <br />and welfare. The following considerations influenced the Planning <br />Commission Decisions <br />1. The attached report by Sherman Hasbrouck a professional city <br />planner. <br />2. Increased traffic in the area. <br />3. Buildings not in conformity with the other buildings in the area. <br />~.. Inadequate water supply. If City Water is used, it may deprive <br />existing homes of water. If wells are used, it may lower the <br />water level. <br />5. Effects on adjoining property values -- would cause a drop of <br />10 to 15~ in values within a 500' radius. <br />6. Large numbers of families and many children with no play area. <br />7. The concentration of so many families in a small area will <br />eventually result in a blight area which will affect public health <br />and welfare. <br />8. Informal petition from affected neighbors, <br />Si®ned by David Cartwright, the acting chairman of the Planning Comm. <br />Nilsen Naw that brings us up to the latest action of the Planning Connnissian, <br />and I have a letter from the Secretary of the Planning Commission, <br />Air. Otis. For your information, all matters pertaining to zoning <br />and rezoning are referred to the Planning Commission. Here is their <br />letter of April 2nd addressed to the Mayor: <br />"In response to your request for the Planning Commission's recommenda- <br />tions in regard to the request for rezoning a portion of the William <br />Lindig property, and a new plan for an apartment development for <br />this area, the Planning Commission has met. After considerable dis- <br />cussion of these proposals, the following recommendations were unan- <br />imously approved: <br />1. That the petition for rezoning be held in abeyance and that no <br />building permit be issued to the Spiegler Construction Company for <br />the apartment development until the entire village is studied from <br />a planning standpoint with recommendations, by a competent planning <br />consultant for use of village land now subject to further develop- <br />ment and the proper zoning regulations that will assure that use. <br />2. That a competent planning consultant be retained to work with <br />the planning commission to complete such a study and make recommenda- <br />tions for best use of remaining land and a suitable zoning ordinance. <br />The petition for rezoning is being returned herewith." <br />Signed by C.
