1 <br />mentary to the Planning Commission and that was that the Village <br />hadn't been studied for possible rezoning and so on, and that is <br />contrary to the fact. We have been working on that from time to <br />time. We have always, of course, met with difficulties because <br />of the fact that no one wants to make changes that will affect <br />their property. Not as the Planning Commission, but personally, <br />it seems to me that in view of the facts we have been working <br />arith for years someone had a rare sense of the fu+..ure when they <br />set that back to 180' or so. Our business district here in our <br />main business area is lacking in parking space and we are con- <br />tinually confronted with the fact that people cannot get in there <br />for their shopping. There is always a traffic tangle and there <br />is always a very bad situation. It is unsafe actually to park <br />your car on the East side of Snelling. People are coming in <br />from one direction and t'^e other. Vie have been working on that <br />problem. We haven't come up with anything, but there is an <br />intersection now coming into the picture that, is apt to change our <br />whole situation here and that is one of the reasons we feel we '~, <br />feel we should get the help of this planning expert to work out <br />some scheme for the balance of the vacant land. <br />Nilsen I think everyone here will apprecia±e the reason for going into <br />this matter for a moment or two. When a resolution is presented <br />to the Village Council bearing 675 signatures, represen tinp~ a cross <br />section of the people of the Village of Falcon Hei~~hts, then I <br />feel it is important to establish v~;hat is on that resolution. <br />I feel very strongly about that. I am not wishing to take excep- <br />tion or anything like that. I merely wish to clarify the official <br />record of the T~2inutes of the Council of Falcon Heights on this <br />particular matter. <br />With respect to the submission of this resolution which we have <br />been asked to incorporate in the records of the Village of Falcon <br />Heights this particular evening, T don't think that anyone will <br />take exception to our action in asking that this be done. I don't <br />think anyone can do that. Mis-understanding or no mis-understard- <br />ing, it is an official record that must be set straight. Tdow I <br />would like to, as a matter of the record, and. supplementing the <br />Planning Commission's work, ask the clerk to read into the record <br />a letter from ;~Sr.. C. B. Loecks who is now Chairman of the ~~etropolitan <br />Planning Commission, with reference to work that was done in the <br />Village of Falcon Heigh±.s previously. I think his testimony bears <br />some merit and should be accdpted into the records this evening. <br />Utecht Utecht read the following letter dated December 3rd, 1954, <br />addressed to Mr. Lorris Williams. Chairman Falcon Heights Planning <br />Commission, 1784 Simpson, Falcon Heights, Minnesota: "Dear Mr. <br />Williams: ~n November 11th you requ-~sted the opinion of tY~e under- <br />signed as to the policy which Falcon Hei~;hts should follovr with <br />reference to additional zoning in the Village. Attached is a report <br />summarizing the results of a preliminary study of the matter to- <br />gether with a map illustrating the basis for my conclusions. Al- <br />though I do not believe further research is justified at tY~is time, <br />I would be happy to meet with your people to discuss the matter <br />further if such a meting is desired."
