1213 <br />REGULAR MEETING 5/11~~59 <br />Meeting was called to order at 7:00 P. M., the following Council Members being <br />present: Harold C. Nilsen, Mayor; George J. Shavor, Trustee; Willis Vlarkentien, <br />Trustee; Paul Coppini, Trustee and Wm. R. Utecht, Clerk. Also present were <br />Attorney Frank N. Graham; Vern L3ungren, Enp;ineer; Nick Christensen, Building <br />Inspector; Wm. E. Olsen, Treasurer and Ethel E. V+ihite, Deputy Clerk and Deputy <br />Treasurer. <br />Squad Car Mayor Nilsen read the advertisment for squad car bids as pub- <br />bids: lished in the Rose Tribune. He asked if there was anyone <br />present who had additional bids to submit. Nobody had any <br />other bids to submit. The Clerk then opened the bid received <br />from Midway Ford. 1~4idway Ford quoted ~2It00.00 on a 1959 Ford <br />Custom complete as ber specifications, less 1 - 1957 Ford "As is" <br />May 15th X1050.00, leaving a net cash difference of X1350.00. <br />Transfer of equipment to be made by Arth's Service for X35.00. <br />Attached was bid bond on Anchor Casualty Company, St. Paul, <br />made out to the Village of Falcon Heights for 10~ of the amount <br />bid. Utecht moved that the bid be referred to Public Safety <br />Commissioner Don Arndt for checking. Seconded by V~arkentien <br />and unanimously carried. <br />Minutes: The Minutes of May 7th were approved as submitted. <br />Continuation Mayor Nilsen then reopened the Hearing on the Lindig Rezoning <br />Lindig Petition which had been continued from ~iay 7th. Utecht read <br />Rezoning: letter of PQay 1l~th, signed b3' C. K. Otis, Planning Commission. <br />It recommended that the request for rezoning be refused and <br />that a building permit for any building for this tract be de- <br />nied until a study of the entire Village is completed. It also <br />recommended a deadline of December 30th, 1959. <br />Korstad: Korstad said in view of the Planning Commission's recommendation, <br />their group would ask the Council to continue the petition for re- <br />zoning until an overall study of land use for the remaining land <br />in the Village could be comple ted. <br />Shavor: Shavor stated nobody could come up with an ~"_~~-clad zoning <br />ordinance no matter how long you study a Village. He doesn't <br />anticipate we can draw up a r~lan that's final any more than any <br />other community can. He doesn't think it practical to freeze <br />this. It would tie the Council's hands, and if someone did <br />come in with a request for a Building permit for a big buildings <br />the Council would have to say "No, we can't do anything until <br />after December 30th." He recommended that the Council deny the <br />petition. <br />It was moved by Shavor, seconded by Coppini, and unanimously voted <br />that the petition for rezoning; the Lindig property as requested <br />in the petition be denied. <br />Spiegler Nilsen stated that in view of the Planning Commission's recommenda- <br />Building tion that the building permits for the apartments be denied until <br />Permit: the study is completed by December 30th, 1959, he didn't think the <br />Council was in any position to discuss it tonight, He suggested a <br />meeting of the Land Owner, a representative of the Builders, a <br />member of the Planning Commission, and representatives of the <br />Petitioners meet with Howard Dahlgren, the Planning Consultant, in <br />
