SPECIAL MEETING SEPTEMBER 3, 1959. 1291 <br />The meeting was called to order at 7:l~0 P. M., the following Council Members <br />being present: Harold C. Nilsen, Mayor; George Shavor, Trustee, Wm. R. Utecht, <br />Clerk.. Also present were Frank N. Graham, Village Attorney, Nick Christensen, <br />Bldg. Inspector and Ethel E. White, Deputy Clerk and Deputy Treasurer. Absent: <br />Willis Warkentien and Paul Coppini, Trustees, and Wm. E. Olsen, Treasurer. <br />Car Wash Harold Klosterman appeared before the Council and said they want <br />to get water. Mayor Nilsen advised that the contractor had hoped <br />to move the digger in Wednesday, but it broke down in Buffalo. <br />'T'hey expect to be able to move it tonight (Sept. 3rd) and start <br />work tomorrow. It was agreed-that a check from Klosterman to <br />the Village for ~875.0o would be sufficient as the initial <br />payment on the connection charge - the Village to bill him for <br />any additional charge, if necessary. Klosterman was advised that <br />Engineer L~ungren will help them lay out the grades for blacktopping. <br />Minutes Minutes of the special meeting of August 10th, 1959 were approved <br />as submitted. <br />Minutes of the special meeting of August 11th, 1959 were approved <br />as submitted. <br />Minutes of the regular meeting of August 13th were approved as <br />submitted. ' <br />Minutes of the special meeting of August 25th were approved as <br />submitted. <br />-Minutes of the special meeting of August 29th were approved as sub- <br />mitted. ' <br />Sinking After discussion with respect to the ~Ll1.,000, in the Sanitary Sewer <br />Fund Sinking Fund Account which should'be invested, it was moved by <br />Utecht, seconded by Nilsen and unanimously voted that the following <br />resolution be adopted: - <br />RESOLVED that the Village invest the funds currently available in <br />the Sanitary Sewer Sinking Fund Account in ffi22,000. face value, <br />U. S. Treasury Bills maturing December 31st, 1959, or earlier, <br />and in lk19,000. face value, U. S. Treasury 3-1/~ Treasury notes <br />maturing May 15th, 1960: <br />That the Treasurer and 'the proper officers of the Village purchase <br />these bonds through the First National Bank of St. Paul and direct <br />the bank to keep the bonds in safekeeping for the Village until <br />they are needed to make payments on the Sanitary Sewer Bonds and <br />interest. <br />Douglas Messrs. Rees, Julep and Goldman appeared before the Council and <br />Rees presented plans for a 50' addition to the west end of the building. <br />Business Analysis from Carl L, Gardner ?~ Associates, Professional Planners, <br />Block was read. There is some question as to whether proposed parking <br />will be adequate. It was suggested by Nilsen that he contact J. <br />W. Hawks of Carl L. Gardner & Associates and try to arrange an <br />appointment for a time when Hawks, Rees, Nilsen and Shavor could <br />make a field inspection. Nilsen to notify Rees. This was agreeable <br />to Mr. Rees. <br />
