1387 <br />REGULAP ~~fEETING MARCH 2l~th, 1960. <br />Meeting was called to order at 7:00 P. M., the following Council Members being <br />presents Harold ~. Nilsen, Mayor; George Shavor, Trustee, Paul Coppini, Trustee; <br />44illis Vd~rkentien, Trustee and Vtm. R. Utecht Clerk. Also present were Wm. E. <br />Olsen, Treasurer; Frank N. Graham, Village Attorney, and Ethel.. E. White, Deputy <br />::Clerk and Deputy Treasurer. <br />Pdinutess The Minutes of the Regular meeting of March 10th were approved as <br />submitted. <br />Justice of_ Edwin A. Johnson, 1718 Arona~ was sworn in as Justice of Peace by <br />Peace Clerk Utecht. <br />Fairview Letter of March 15th, from J. D. Swan, Executive Secretary, Board <br />Watermain of Ramsey County Commissioners, was read. Letter authorized the <br />construction of a b" watermain on the west side of Fairview from <br />Larpenteur to a point approximately l~36' north, the 6" main to be <br />located approximately 9' East of the Wrest property line. <br />Pinnesota Letter from the Minnesota Highway Department requesting financial <br />Highway statement and requesting other information regarding streets, <br />Department street lighting, etc. was read. Utecht moved that the letter and <br />information blank be referred to Engineer L3ungren and that the <br />State Highway Department's requests be complied with. Seconded by <br />Shavor and carried. <br />Sidewalks Attorney Graham's letter of March 16th to Engineer L~ungren, re- <br />Hoyt Ave. questing legal descriptions of the property of people requesting <br /> sidewalks, was read. L3ungren was asked to furnish Graham with <br /> the required descriptions. <br />Larpenteur Letter of March 16th from A, D. Crampton, Principal Asst,, Harry <br />Avenue S. Bronson, Ramsey County Engr., was read. Crampton submitted 3 <br />Improvement copies of a non-enchroachment agreement and 3 copies of a resolution <br /> for adoption b' the Council. Utecht moved that the Clerk be author- <br /> ized to enter into an agreement between the Village of Falcon Heights <br /> and the County of Ramsey for Federal Aid Highway Improvement. <br /> Seconded by Shavor and carried. <br />Iowa Drainage Mr. E. J. McCubrey, District Engineer, and Mr. F. W. Thorstenson <br /> <br />l~rea , <br />Hydraulic Engineer, of the Minnesota State Highway Department were <br /> present. There was a length discussion regarding plans for the <br /> Snelling underpass and the drainage area. The Highway Department <br /> proposes the following terms as a basis for a cooperative agreement: <br /> FALCON HEIGHTSs 1. Permit use and development of the ponding site for <br />h g way draina <br />e <br />ur <br />2 <br /> g <br />p <br />poses. <br />. Pay the State at the time of construction <br />of the drainage facilities the sum of X610 <br />000 <br />00 <br />A <br /> , <br />. <br />. 3. <br />gree to pay the <br />operating costs for the proposed pumping station. <br /> HIGHWAY DEPARTMENTS 1. Develop the ponding area in accordance with <br /> the recreational plan as outlined in the retiort by Milner W. Carley & <br /> Associates. 2. Design and construct the pumping station including <br /> the force main connection to the Hoyt Avenue Sewer. 3. Maintain the <br />pumping equipment and associated facilities. <br /> Highway plans are indefinite as to when the underpass at Larpenteur <br /> will be constructed. In the interim, if the Village decides to <br /> undertake some site development for playground purposes, the State <br />would be willin <br />to ded <br />t th <br /> g <br />uc <br />e expense of this work from the 510,000.00 <br />
