1388 <br />Village share nrovi:ded the work undertaken is consistent with the <br />preliminary plan for the ponding area and would. not be duplicated <br />in final construction. The cost of operating the pumping station <br />was estimated at X360.00 a year. It was estimated that the ponding <br />area would be flooded for a maximum of 8 hours during a 25 year <br />storm, For most normal rains, it wouldn~t be more than a few hours. <br />Pumps they plan to use have a capacity of around 1!t cu ft per <br />second. A. C. Kaechele, 15lt2 W. Idaho, J. C. Maguire, 1529 Iowa, <br />and Wayne Sorenson, 1537 Iowa, members of the Recreation Committee, <br />were present and expressed their approval and their opinion t3~at <br />the fence should be installed first as a safety measure. The <br />State is making arrangements with the City of St. Paul for the <br />enlargement of the Hoyt Avenue Storm Sewer which will permit <br />pumping during a rain storm, rather than waiting until the peak <br />load has gassed. Cartwright of the Planning Commission said that <br />he and the two men of the Planning Commission he had contacted <br />were quite enthusiastic about the proposal and recommended that <br />the SFillage proceed to enter into an agreement to fulfill the plan. <br />Ohman of the Planning Committee thinks it is good, Nilsen asked <br />if we were going to have a recreation area or 3ust a sump hole. <br />Thorstensen said "Definitely a Play Area." It was agreed that <br />the State Highway Department would draft their proposal and present <br />it to the Council for examination. <br />Flooding ndr. and Mrs. Geo. Kul.kay advised that water has run into their <br />Kulkay Prop. basement for the first time this year and asked whose responsibility <br />it was to see that the grading was such that this did not occur. <br />Attorney Graham advised that the Village had no responsibility and <br />it was suggested that Kulkays contact Robert Ha11 Company whom they <br />feel are responsible for the increased amount of water on their <br />property. <br />Assessment A~~ayor Nilsen recessed the regular meeting to hold the HEARING ON <br />Hearing THE PROPOSED ASSESSMENT FOR THE LARPENTEUR AVENUE WATERMAIN AND <br />PUMPING STATION IMPROV~hSENT. <br />Mayor Nilsen read notice as published and posted and also affidavit <br />of publication by the Rose Tribune, <br />Engineer L~ungren advised that the original estimate for assessment <br />was X7.25 per front foot. The contract to Herbst Construction was <br />X50,006; final contract was 550,l~02.
