195 <br />Mr. Mood advised people were disregarding the "No 'thoroughfare" <br />sign on the Snelling Avenue Service brive. Attorney Graham <br />advised you can't stop people from using public streets and that <br />"No Thoroughfare" signs were put up to warn people that there <br />may be delays such as "Stop Signs" on such streets and that it <br />did keep some traffic off because people in a hurry usually took <br />the main streets. <br />Mr. Hood stated that "Stop Sign" was being ignored. Mayor Nilsen <br />advised we would instruct the policemen to watch it closely and <br />issue tickets. <br /> The need for a "Stop Sign" at the North alley going East out of <br /> Hollywood Court was discussed. The Deputy Clerk was advised <br /> to order one placed there by the County. <br /> Mr. Kuether, 1607 Hollywood Court, said he understood the sewers <br /> had to be connected by October 1st, 1961; he didn't need the <br /> connection, and asked what happened if they didn't connect. <br /> He was advised Ordinance 47 provides a penalty of a X100.00 <br /> fine or imprisonment in the County Jail for a beriod not to ex- <br /> ceed 90 days. Nilsen advised that the Metropolitan Planning <br /> Commission recently published another bulletin pointing out the <br /> seriousness of water polution and that the Council feels allowing cesspools <br /> where public sewer is available is contrary to all Public Health <br />` measures inasmuch as the contamination from cess pools gets into <br /> the water stream and travels for miles. <br />Traffic Wm. F3rown, 1808 Asbury, was present and asked if a traffic survey <br /> was being taken in the Village. Bonestroo advised the Village <br /> will be required to make a traffic study for State Aid Funds. <br /> Brown expressed the opinion that Garden was carrying an unusually <br /> heavy amount of traffic considering the surroundings and asked if <br /> there wasn't some means of diverting some of it in the interest <br /> of protecting the children who used it. Bonestroo advised that, <br /> after a study, the Village could make recommendations to Chenoweth, <br /> but that the decision would be up to Chenoweth, Traffic Safety <br /> Engineer, Ramsey County. Brown advised he would be glad to help <br /> any way he could. Nilsen suggested that Brown try to sell his <br /> neighbors on the installation of sidewalks on Garden as a Safety <br /> Measure for the children going to school. <br />State Aid Otto Bonestroo introduced Brad Limberg to the Council and advised <br />Funds Limberg was working on the State Aid set up. Limberg advised: <br /> We have to lay out a system of streets - go through the entire <br /> Village, get the total mileage, excluding County State Aid Roads <br /> and State Highways. We have about 1!t miles of streets; 3.82 miles <br /> County State Aid Roads; Larpenteur, Cleveland, part of Fairview <br /> and a short piece of Hamline. County roads, Fulham, Roselawn and <br /> Garden. Hoyt is maintained by the City. We have a percentage <br /> factor of 20~ which they will allow us to put on State A.id. We <br />come up with a total of 2.05 miles on watch we will receive an <br /> allowance for maintenance each year and will also receive an <br /> allowance of 9k2.17 per person, a little over ten thousand dollars, <br /> we would receive toward any streets we would designate as State <br /> Aid Streets. Also maintenance which we have to determine. We <br /> make a needs study based on width, base, surface, lighting, etc. <br />
