1551 <br />SPECIAL MEETING JANUARY 5, 1961. <br />P~4eeting was called to order at 7:00 P. R4., the following Council Members being <br />presents Harold C. Nilsen, Mayor; George Shavor, Trustee; Willis Warkentien, <br />Trustee; Paul CopAini, Trustee and W. A. n4ortenson, Clerk. Also present were <br />Frank N. Graham, Village Attorney; Wm. E. Olsen, Treasurer; Jos. Anderlick, <br />Engineer and Ethel E. White, Deputy Clerk and Deputy Treasurer. <br />Bonds Approval of the 95500.00 bond of Employer's Liability Assurance <br />Corporation, Ltd., covering Clerk W. A. Mortenson, and the X1,000.00 <br />bond of the same company covering Harvey C. Stougaard, Justice of <br />Peace, was moved by Shavor, seconded by Nilsen and carried. Attorney <br />Graham will file a copy of the Justice of Peace Bond with the Clerk <br />of Court and Secretary of State. <br />Sinking Graham reported on funds available for investment and his conferences <br />Fund with Pair. E. W. Spring and P4r. Knopp. After discussion, it was <br />resolved that the proper officers of the Village be and they hereby <br />are authorized and directed to purchase with funds in the Sanitary <br />Sewer #1 Improvement Sinking Fund up to 958,800.00 worth of United <br />States Treasury Bills due June 29th, 1961; and to purchase with <br />funds in the Larpenteur Avenue Water Main/Pumping Station Sinking <br />Fund up to $52000.00 worth of United States Treasury bills due <br />March 30th, 1961 and up to 952000.00 worth of U. S. Treasury bills <br />due October 16th, 1961; and to purchase with funds in the Water Main <br />Improvement, 1960, No. 1 Sinking Fund up to 9521,000.00 worth of <br />United States Government 2-1/2~ bonds due March 15, 1970, and to <br />deliver all of said bonds and bills, after purchase, to the First <br />National Bank in St. Paul, to be held. by them in safekeeping for <br />the respective Sinking Fund Accounts. The above resolution was <br />moved by Nilsen, seconded by Shavor and carried unanimously. <br />Council Mayor Nilsen presented suggested "Order of Proceedings" specifying <br />Meetings Call to Order at 7:00 P. M., routing Village work until 8:00 P. M., <br />1961 Citizen's time 8:00 P. M. (All are urged to a~tend balance of <br />meeting), Recess 9:30, Unfinished business 9:l~0, Adjournment <br />l0:l~5 P. rd. <br />Fire Dept. Chief Gordon Nelson was present. He asked Shavor what progress he <br />was making on the New Fire Ordinance. Shavor advised he had been <br />unable to contact owners of all the cleaning establishments in the <br />Village to ascertain what solvents they use. He expects to have <br />this information compiled shortly and. will then be able to make his <br />recommendations. <br />Civil There was a discussion regarding Civil Defense. Nilsen reported he <br />Defense had talked to Wm. Carroll regarding the position of Civil Defense <br />Director. Carroll will contact Allis Allen, Director of Civil <br />Defense and advise Nilsen of his decision shortly. <br />Engineering, Nilsen advised Anderlick, representative of Bonestroo, that he would <br />Stree+.s. like them to set up the program for street work in February or March <br />so we will be ready to proceed as soon as the weather is favorable. <br />Acting The appointment of Georgd J. Shavor as Acting Mayor during absence <br />rdayor of the A;~ayor was moved by Nilsen, seconded by Y,~arkentien and <br />carried. <br />
