1577 <br />REGULAR MEETING 3/23/61 <br />Meeting was called to order at 7:00 P. JAL, the following Council Members being <br />present: Harold C. Nilsen, Mayor; Willis ti'~arkentien, Trustee; Paul Coppini, <br />Trustee; A. W. Mortenson, Clerk. Also present were Wm. E. Olsen, Treasurer; <br />F. N. Graham, Village Attorney; Brad Lemberg, Village Engineer and Ethel E. <br />White, Deputy Clerk and Deputy Treasurer. Absent: Geo. J. Shavor, Trustee. <br />The Minutes of the meeting of March 9th were approved as submitted. <br />Taxation: Letter from Ronald V. Powers, advising an Instructional <br />?!2eting for Assessors and Local Board P.~embers will be held <br />in room 356 of the Ramsey County Court House at 10 A. M. <br />Tuesday, March 28th, was read. <br />Clerk's Clerk Bdortenson advised he had attended the Clerk's Short <br />Extension Course at the University Center for Continuation Study and <br />Course: reported on same. <br />Traffic Letter from Representative Jones advising that a bill was <br />Tickets: passed in the house calling for a uniform traffic ticket <br />to be used by all police and highway patrolmen in the State <br />of l~iinnesota was read. <br />Water: Representative Jones advised: "Last Thursday House File 882, <br />which would no longer require a vote of the citizens of a Village <br />to put in a private water system, was passed. If this bill is <br />a~anroved by the Sena+,e, it would take only Council action." <br />License: All requirements having been met, it was moved by Nilsen, <br />seconded by Coppini and unanimously voted to grant Master <br />Plumber's License No. 62 to George Coverdale, dba George <br />Coverdale Company, 1016 Chatsworth Street, St. Paul, Minn. <br />Water: In lieu of the increase in cost, it was moved by Coppini, <br />seconded by Nilsen and unanimously voted to request Chippewa <br />Springs Company to remove their cooler from the Village Hall <br />and discontinue the water service. <br />Fire School: Letter from the University of Minnesota, Institute of Agri- <br />culture, advising that the state fire school programs were <br />planned for April 2l~, 25, 26, and 27, 1961, was referred to <br />Fire Chief Gordon Nelson. <br />Municipal Copy of letter of ~~iarch 15th to Mr. Blaine Himmelman, A,4innesota <br />State-Aid Highway Department, written by Engineer Lemberg was read, in <br />Roads: part, a.s follows: "Project Pdo. MSAP 62-101-01 Falcon Heights, <br />We would like to have you test this section and make recommenda- <br />tions for sub-base and base material for a 9 ton flexible pave- <br />ment as per MSA requirements. R'e would appreciate it if this <br />work could be coordinated with our office so that one of our <br />men can be on t'~e project site at time of testing." <br />Civil Letter of rl:arch 16th from Attorney Graham was read. It advised, <br />Defense: in part, Section 12.25 subdivision 5 of the Minnesota Statutes <br />provides that contiguous villages "with the approval of the <br />
