1632 <br />1. The cost of such improvement to be specially <br />assessed is hereby declared to be ffi1,991.78. <br />2. The village clerk with the assistance of the village <br />engineer shall forthwith calculate the proper amount to be <br />specially assessed for such improvement against every <br />assessable lot, piece or parcel of land within the district <br />affected, without regard to cash valuation, as provided by <br />law, and he shall file a copy of such proposed assessment <br />in his office for public inspection. <br />3. The Clerk shall, upon the completion of such proposed <br />assessment, notify the Council thereof. <br />Apartments, Mayor Nilsen reported he had met wi th Melvin Spiegler <br />Spiegler and his father, Sam Spiegler, regarding playground, fencing <br />and landscaping at their Fry Street Apartments. Spieglers <br />will complete the play area 80 x 95' and build a cyclone fence <br />4' high, constructed with the points down between the Spiegler <br />and Schultz property at the property line and beginning at a <br />point set back from the Easterly property line as is the East <br />face of the North apartment to run Westerly to the Northwest <br />corner of the Spiegler property, and then run South to a point <br />as designated on the plot plan as designed by Robert W. <br />Johnson, then Easterly for a distance cxf 95' and then return <br />North to intersect with the fence along the North boundary <br />line. There are 3 soft <br />spots that have to be dug up, dried out and black topped. <br />University of The Deputy Clerk was instructed to write the University <br />Minnesota stating we have had many complaints about flies which residents <br />feel emirate from their manure piles and asking if they won't <br />do something to eliminate the situation. <br />
