1665 <br />SPECIAL P.iEETING 11/30/61 <br />Rieeting was called to order at 7s00 P. Ind., the following Council Members being <br />presents Harold C. Nilsen, ?~dayor; George J. Shavor, Trustee; Millis V~arkentien, <br />Trustee; C. P. Stone, Trustee; W. A~. 1!4ortenson, Clerk. Also present were Id. J. <br />Galvin, Village attorney; Brad Lemberg, h~ngineer; Wm. E. Olsen, Treasurer and <br />Ethel E. Vlhita, Deputy Clerk and Deputy Treasurer. <br />I,iinutes of the regular ~~,eeting of November 9th were approved as submitted. <br />Insurance Bids from Bosshardt-Nelson and the 4tiolfgram Agency were read <br />and discussed. ;iortenson moved that the bid submitted by H. <br />H. Krinke, on Iowa-National Insurance Company be accepted. <br />Seconded by Shavor and carried. <br />Engineering Lemberg will check the t'No Parking" signs on Fry Street and, <br />if advisable, will order another sign placed on the East side <br />of Fry just North of L~~rpenteur. He will also check on the <br />stop sign at Garden and Asbury and see that it is re-wired <br />or replaced. He reported that vrhen the Ahman sewer was dug <br />up from the curb to the main, it was found that the sections <br />of pipe had been laid on a variable grade line that varied <br />from a forward. pitch to a back pitch. in two different places. <br />The incorrectly laid pipe was removed and replaced at a straight <br />line grade to insure proper flow. <br />Nilsen moved that Brad Lemberg, Village Engineer, relate the <br />exact findings in connection with the Ahman sewer outlet, and <br />that the Clerk be instructed to v~.mite Peter Lametti Construction <br />Company regarding poor vrorkmanship and costs that have been <br />incurred to date. It is to be suggested that there is a moral <br />obligation on their part to reimburse the Village for the cost <br />of repairing same. Seconded by V~arkentien and carried. <br />Planning -The Deputy Clerk rex~orted she had sold 5 planning books and she <br />Books was instructed not to sell any more, but to make alist of requests <br />a.nd when there was a sufficient number, we would consider having <br />more made up. <br />Civil I:ir. Leo J. tideet was present and introduced to the Council. <br />Defense Af ter discussion, Nilsen moved the ?npointment of Leo. J. Ureet, <br />1510 Crawford Street, as the Director of Civil Defense for the <br />for the Village of Falcon Heights. Seconded by Stone and carried. <br />Clerk ?~ortenson administered the Oath of O`fice to lair. Vdeet. <br />~~iayor Nilsen moved adoption of Ordinance No. 62, amending Ordinance <br />No. 26, Section 3, to read as follows "There is hereby created <br />within the Village Government a Civil Defense Agency, which shall be <br />under the sup:~rvision and control of a director of Civil Defense <br />hereinafter called the director. The director shall be appointed <br />by the ~:~ayor for an indefinite term and may be removed by him at <br />any time. The I~dayor may, at any time appoint an acting director <br />who may act as director in case of the director's absence or <br />inability to act for any reason. He shall receive such compensation <br />as may be established by the Village Council, and. shall be paid his <br />necessary expenses. The director shall have direct responsibility <br />for the organization, administration and operation of the Civil <br />
