MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JANUARY 8, 1986 <br />PAGE 2 <br />_~ <br />DESIGNATION OF OFFICIAL NEWSPAPER <br />Councilmember Hard moved, seconded by Couneilmember Ciernia, that the Roseville Focus <br />be designated as the official newspaper for 1986. Motion carried unanimously. <br />MAYORS MEETINGS WITH ATTORNEYS AND ENGINEER <br />Mayor Baldwin commented on his meeting with Engineer Sehunieht and Attorneys <br />Gasteazoro and Van de North regarding performance problems encountered during 1985, <br />and recommended that Briggs and Morgan and Bonestroo and Associates be appointed for <br />the year 1986 with the understanding that there will be a performance review in <br />June. There will also be bi-weekly consultant/staff meetings. <br />APPOINTMENTS <br />Mayor Baldwin moved, seconded by Councilmember Hard, the appointment of the following <br />consultants: Briggs and Morgan, Legal, Bonestroo, Rosene & Anderlik, Engineering, <br />Ehlers & Associates, Fiscal, Dahlgren, Shardlow & Uban, Planning, and Jerome Filla, <br />Prosecuting. Motion carried unanimously. <br />Mayor Baldwin moved, seconded by Couneilmember Hard, that Couneilmember Ciernia be <br />appointed as Acting Mayor for the year 1986. Upon a vote being taken the following <br />voted in favor thereof: Mayor Baldwin, Councilmembers Chenoweth, and Hard. <br />Councilmember Ciernia abstained. Motion carried. <br />Mayor Baldwin moved, seconded by Couneilmember Hard, that Clerk Administrator Barnes <br />be designated Civil Defense Director until the full time fire person is hired at <br />which time that person will be designated Civil Defense Director. Motion carried <br />unanimously. <br />Mayor Baldwin moved, seconded byf Councilmember Hard, that the following appointment <br />be made: Gene Pakoy, Mechanical Inspector, Richard Larson, Building Inspector, <br />Robert Clausen, Electrical Inspector, Richard Alquist, Plumbing Inspector, and Peter <br />Bedker, Horticulturist. Motion carried unanimously. <br />RESOLUTION R-86-3 - CHANGING OFFICIAL SIGNATURES <br />s <br />Couneilmember Hard moved, seconded by Couneilmember Ciernia, that Resolution R-86-3 <br />be adopted. Motion carried unanimously. <br />RESOLUTION R-86-3 <br />A RESOLUTION RELATING TO PERSONS HAVING ACCESS TO SAFETY <br />DEPOSIT BOX AT NORTH STAR STATE BANK <br />APPROVAL OF SURETY BOND FOR CLERK ADMINISTRATOR <br />Councilmember Chenoweth moved, seconded by Couneilmember Ciernia, approval of the <br />Surety Bond for Dewan B. Barnes. Motion carried unanimously. <br />REQUEST FROM MRS. FORREST L. ASHER, 1845 AND 1855 W. LARPENTEUR, THAT PARKING <br />RESTRICTIONS ON LARPTENTEUR BE LIFTED-DEFERRED TO 1/22/86 <br />Council briefly discussed the request from Mrs. Forrest L. Asher, caretaker of the <br />apartments at 1845 and 1855 W. Larpenteur, that parking restrictions on Larpenteur be <br />lifted. Clerk Administrator Barnes was directed to obtain opinions from Ramsey <br />County and Falcon Heights Deputies regarding possible parking on Larpenteur. The <br />matter was deferred to the January 22, 1985 meeting. <br />
