Mr. Olson <br />also explained that set back variances would be needed on all four lot <br />lines, and ~ossibily a parking variance. <br />WALLIN ARRIVES <br />Wallin arrived at 7:26 p.m. <br />OLSON REQUESTS DISCUSSED, VARIANCES REFERRED TO PLANNING COMMISSION <br />. ~ ~ 3'7 <br />Council briefly discussed the possible sale of land to Mr. Olson, <br />indicating the cost would be at least the amount the city paid for the <br />land ($2.00 per square foot). The variances were referred to the Planning <br />Commission, and Mr. Olson was requested to present his plans to the City <br />Planner for review. <br />MSA CAPITAL IMPROVEMENT PROGRAM PRESENTATION AND ADOPTION OF RESOLUTION <br />R-86-16 <br />Schunieht presented a report on the Minnesota State Aid system and the <br />allocation of funds to Falcon Heights. He then reviewed his report dated <br />April 18, 1986 relating the the city's Five Year Municipal State Aid <br />Capital Improvement Program (a copy of which is on file in the Clerk's <br />Office) and recommended Council adopt a resolution approving the <br />five-year plan. Council discussed streets presently on the State Aid <br />System and the possibility of transferring State Aid designation to other <br />streets after which Chenoweth moved, seconded by Wallin, adoption of <br />Resolution R-86-16. Motion carried unanimously. <br />RESOLUTION R-86-16 <br />A RESOLUTION APPROVING THE FIVE-YEAR CAPITAL <br />IMPROVEMENT PROGRAM FOR MUNICIPAL STATE AID STREETS <br />DISCUSSION - REDEVELOPMENT OF SE CORNER, LARPENTEUR AND SNELLING <br />Apfelbacher informed Council of recently adopted Federal and State laws <br />affecting the use of tax increment financing and stressed the fact that <br />the city may still implememt tax increment financing between now and <br />September 1, 1986. Apfelbacher then presented a preliminary draft of his <br />computations relating to redevelopment of the southeast corner of <br />Larpenteur and Snelling and its relationship to Stratford Development's <br />proposal. A copy of the report is on file in the Clerk's Office. <br />Apfelbacher and Barnes requested Council give some guidelines for <br />prospective developers and during the discussion the following guidelines <br />were developed: 1) would prefer a mix of housing and commercial, 2) would <br />entertain considering a building higher than three stories, 3) would <br />prefer a 10 year tax increment period but would consider a longer period <br />if a developer convinces Council it is appropriate, and ~) would consider <br />condemnation only as a last resort. Council concurred it would be prudent <br />to obtain an appraisal on the property after which Baldwin moved, seconded <br />by Hard, Barnes be authorized to contact the City Attorney for names of <br />appraisers, and arrange for such appraisal. Motion carried unanimously. <br />Barnes also was directed to cheek into relocation costs. <br />LICENSE FEE INCREASE DISCUSSION AND ADOPTION OF RESOLUTION R-86-17 <br />
