MINUTES <br />REGULAR CITY COUNCIL MEETING <br />APRIL 23, 1986 <br />PAGE 3 <br />After a discussion of proposed license fee increases recommended by staff <br />Chenoweth moved, seconded by Wallin, adoption of Resolution R-86-17. <br />Motion oarried unanimously. <br />RESOLUTION R-86-17 <br />A RESOLUTION ESTABLISHING INCREASED LICENSE FEES <br />FOR THE CITY OF FALCON HEIGHTS <br />NEW SIGN TO BE PURCHASED FOR ENTRANCE TO CITY HALL <br />Council reviewed the design of a proposed sign for the entrance of City <br />Hall, and discussed the quotes received. All members except Hard felt the <br />present sign inadequate and a new sign desirable. Following the <br />discussion Ciernia moved, seconded by Chenoweth, authorization of the <br />purchase of the sign at a cost of up to $2,500, such amount to be taken <br />from the Contingency Fund. Upon a vote being taken the following voted in <br />favor thereof: Baldwin, Ciernia, Chenoweth, and Wallin, and the following <br />voted against the same: Hard. Motion oarried. Council requested <br />information on expected longevity of the sign. <br />PARK/CITY HALL USE - LIST OF GROUPS TO BE CHARGED/NOT CHARGED APPROVED <br />Ciernia presented a proposed list oP public service or city related <br />organizations which would not be charged a Fee for use of city parks/ <br />buildings and a list of groups to be charged. After a short discussion and <br />the addition of some other groups, Council agreed the list should be used <br />as a guideline. <br />Council discussed a proposal for a new sound system for the Council <br />Chambers as the present system has a great deal of background noise and <br />feed back and would not be serviceable when taping meetings for Cable TV. <br />Council agreed the system needs upgrading and directed staff to obtain two <br />more quotes on a new system. <br />LETTER FROM MN/DOT REGARDING CITY'S COST FOR STORM SEWER ON SNELLING <br />AVENUE <br />A letter dated April 3, 1986 from the Minnesota Department of <br />Transpsortation relating to the City share of storm sewer costs at the <br />time Snelling Avenue is reconstructed ($43,500.00) was discussed. Council <br />recalled that MN/DOT had previously stated there would be no charge for <br />storm drainage as most of the drainage was from Snelling Avenue and the <br />State right-of-way not Prom the city. Sehunicht will review the matter <br />and discuss it with MN/DOT. <br />CAP TO BE PLACED ON PLANNERS FEES RELATING TO 2061 W. LARPENTEUR <br />Hard felt there should be a limit on the amount of expense incurred for <br />planning fees on behalf of the developer oP 2061 W. Larpenteur. Council <br />concurred and directed Barnes to inform the City Planner there is a <br />$500.00 cap on fees. <br />3€ <br />
