MINUTES <br />REGULAR CITY COUNCIL MEETING <br />MAY 14 , 19 86 <br />PAGE 2 <br />RESOLUTION R-86-21 <br />A RESOLUTION RELATING TO DESIGNATING THE WEEK OF MAY 12, 1986 <br />AS FAMILY EDUCATION WEEK <br />7:15 P.M. PUBLIC HEARING ON ROSELAWN IMPROVEMENTS (CLEVELAND TO 280) <br />Baldwin opened the public hearing and presented the Affidavit of <br />Publication at 7:15 p.m. Council discussed Ramsey County Resolution No. <br />86-281 agreeing to loan $100,000 to Falcon Heights for construction of <br />Roselawn until the Legislature appropriates funds for the University of <br />Minnesota to reimburse the city, and expressed concern that the resolution <br />provides for repayment of the loan on or before September 1, 1987 with <br />interest accruing after that date. Council concurred the city should not <br />be at risk in any way and would approve the pro3ect only upon the <br />contingency that the city will assume no responsibility for interest costs <br />or other incidental costs. There being no one in attendance wishing to be <br />heard Baldwin closed the hearing at 7:32 p.m., after which Chenoweth <br />moved, seconded by Wallin, adoption of Resolution R-86-22 with the <br />conditions stipulated above. Motion carried unanimously. <br />RESOLUTION R-86-22 <br />A RESOLUTION ORDERING THE PROPOSID IMPROVEMENTS TO ROSELAWN <br />AVENUE (CLEVELAND AVE. TO 280) SUBJECT TO CONDITIONS <br />Chenoweth moved, seconded by Wallin, adoption of Resolution R-86-23 <br />contingent upon the pro3eet moving forward. Motion carried unanimously. <br />RESOLUTION R-86-23 <br />A RESOLUTION REQUESTING RAMSEY COUNTY TO RESTRICT PARKING ALONG <br />A PORTION OF ROSELAWN AVENUE (SOUTH SIDE OF ROSELAWN, FULHAM <br />TO CLEVELAND AVE.) <br />REVIEW OF CONCEPT PLANS FOR CONSTRUCTION OF OFFICE CONDOMINIUM AT 2061 W. <br />LARPENTEUR <br />Planner Uban and Juris Curiskis, Architect for the proposed office <br />condominium at 2061 W. Larpenteur, presented and explained several <br />different concepts for the proposed building and parking area, giving <br />options such as granting several variances for set backs, shared parking <br />with the city, purchase of property from the city, or possible trading of <br />property. Following a discussion, Council indicated a preference for two <br />of the plans and requested Uban and Curiskis draft new plans based on <br />Councils preferences. Barnes was directed to list the options and meet <br />with the attorney to discuss legal implications of shared parking/selling/ <br />trading property. <br />RESPONSIBILITY FOR PLANNERS FEES DISCUSSED <br />Following a brief discussion Council concurred if the city requests <br />assistance From the planner on the proposed condominium the city will be <br />responsible for charges, however, the developer will be responsible for <br />reviews with the architect, etc. Barnes will inform David Olson, the <br />developer, of this decision. <br />4~ <br />
