MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JULY 9, 1986 <br />PAGE 2 <br /> <br />1 <br />the area to be subdivided. <br />IRENE MACGREGOR, 1795 FAIRVIEW, stressed that all parties are interested <br />in going ahead and requested Council continue the hearing to a later date. <br />Following a short discussion Chenoweth moved, seconded by Wallin, <br />continuation of the hearing to August 13, 1986 at 7:15 P.M. Motion <br />carried unanimously. <br />SUBDIVISION AND REZONING REQUEST FROM CLEON GARLEY, OWNER OF APARTMENTS AT <br />1845, 1855 W. LARPENTEUR, REFERRID TO PLANNING COMMISSION, PUBLIC HEARINGS <br />SCHEDULED <br />Mr. Garley explained the apartments are short on parking spaces (44 stalls <br />for 34 apartments), many of his tenants have received parking citations, <br />and for that reason he has arranged to purchase abutting property <br />presently owned by the resident at 1708 Lindig for 18 additional parking <br />spaces. Following a discussion Hard moved, seoonded by Chenoweth, referral <br />of the subdivision request to the Planning Commission. Motion carried <br />unanimously. <br />Chenoweth moved, seoonded by Hard, scheduling of the following public <br />hearings: 1) Hearing before Council on Subdivision „ August 13, 1986, <br />8:00 P.M., 2) Hearing on Rezoning before Planning Commission, August 4, <br />1986, 8:15 P.M., and 3) Hearing before Council on Rezoning, August 13, <br />1986, 8:15 P.M. Motion carried unanimously. <br />REQUEST FROM SCHOOL DISTRICT 623 TO PLACE PORTABLE CLASSROOMS AT F.H. <br />ELEMENTARY SCHOOL APPROVED WITH CONDITIONS <br />Paul Borg, representing the School District, explained their reasons for <br />placing the structures to the west and north of the school, that they hope <br />to construct a protected walkway from the portables to the permanent <br />school structure, and that the Planning Commission approved placement in <br />the northwest area. Council discussed the preliminary list of requirements <br />prepared by the City Fire Marshal, parking, traffic, safety of the <br />children moving from the temporary classrooms to the permanent structure, <br />and the desirability of placing a time limit on the temporary buildings. <br />Following the discussion it was decided no variance was needed as the <br />structures will be more than 50 feet from the lot line and the moving in <br />of the structures will be governed by Section 9-2.02, Subd. 10 (Relocation <br />of Structures). Hard moved, seconded by Wallin, approving moving in the <br />buildings contingent upon compliance with. the city code, fire codes, <br />approval by the building inspector and fire inspector, an appropriate <br />parking/access plan, and limiting the term of permit to August 31, 1988 <br />(the 2 year limit was recommended by the Planning Commission). Motion <br />carried unanimously. <br />8:00 P.M. PUBLIC HEARING ON CODE AMENDMENT RELATING TO HOME OCCUPATIONS <br />At 8:00 P.M. Baldwin opened the public hearing on a proposed code <br />amendment relating to home occupations (employment) and presented the <br />Affidavit of Publication. There being no one wishing to be heard Baldwin <br />closed the hearing at 8:05 P.M.. Hard moved, seconded by Chenoweth, <br />adoption of Ordinance No. 0-86-14 as approved by the Planning Commission. <br />Motion carried unanimously. <br />55 <br />
