MINUTES <br />REGULAR CITY COUNCIL MEETING <br />AUGUST 13, 1986 <br />PAGE 5 <br />PUBLIC HEARING ON ASSESSMENT OF UNIVERSITY GROVE STREET LIGHT REPAIRS SET <br />FOR SEPTEMBER 10. 1986, 7:30 P.M. <br />Chenoweth moved, seconded by Wallin, scheduling of the public hearing on <br />assessment of University Grove Street Light Repairs for September 10, 1986 <br />at 7:30 P.M. Motion carried unanimously. <br />ELECTION JUDGES FOR SEPTEMBER 9TH PRIMARY AND NOVEMBER 4TH GENERAL <br />ELECTION APPROVED <br />Hard moved, seconded by Chenoweth, approval of the election judges for <br />September 9, 1986 Primary and November 4, 1986 General Election. Motion <br />carried unanimously. <br />CITY TO PURCHASE GENERATOR FOR PUBLIC WORKS EMERGENCY USE <br />Barnes explained since a lift station has been constructed at 1666 Coffman <br />Public Works will need a generator for emergency use, and has requested <br />the attorney render an opinion on whether or not the cost may be paid from <br />tax increment funds. Ciernia moved, seconded by Wallin, purchase of a <br />Kohler Model 20RZ generator from Interstate Power Systems at a cost of <br />$7,800, such funds to be paid from tax increment funds. Motion carried <br />unanimously. If the attorney finds this is not possible the matter will <br />be referred back to Council. <br />DISCUSSION OF SALE OF BONDS FOR DEVELOPMENT OF SE CORNER OF LARPENTEUR AND <br />SNELLING <br />Schroeder commented on a letter from Piper, Jaffray and Hopwood dated July <br />28, 1986 (a copy of which is on file) relating to the advantages of the <br />city issuing variable rate tax increment bonds for the southeast corner of <br />Larpenteur and Snelling prior to September 1 when the law governing such <br />bonds will be changed, and indicated there would be no risk to the city. <br />Chenoweth objected to bonding for $5,000,000 to $6,000,000 when there are <br />no definite plans for redevelopment and felt it could be risky. Following <br />the discussion all other couneilmembers agreed that such bonding would be <br />premature and no action was taken. <br />AJOURNMENT <br />Chenoweth moved, seconded by Wallin, adjournment at 10:26 P.M.
