MINUTES <br />REGULAR CITY COUNCIL MEETING <br />AUGUST 27, 1986 <br />A regular meeting of the Falcon Heights City Council was called to order <br />at 7:00 P.M. by Baldwin <br />PRESENT <br />Baldwin, Hard, Chenoweth, and Wallin. Also present were Barnes, <br />Schroeder, and Schunicht. <br />ABSENT: <br />Ciernia. <br />CONSENT AGENDA APPROVED <br />Hard moved, seconded by Chenoweth, approval of the Consent Agenda. Motion <br />carried unanimously. <br />MINUTES OF AUGUST 13, 1986 APPROVED <br />Hard moved, seconded by Wallin, approval of the Minutes of August 13, <br />1986. Motion carried unanimously. <br />PUBLIC HEARING ON 1987 BUDGET AND REVENUE SHARING SCHEDULED FOR SEPTEMBER <br />24, 1986, 7:15 P.M. <br />Hard moved, seconded by Wallin, scheduling of a public hearing on the 1987 <br />Budget and Revenue Sharing for September 24, 1986 at 7:15 P.M. Motion <br />carried unanimously. <br />PUBLIC HEARING ON ASSESSMENTS FOR IMPROVEMENTS TO ALLEY NORTH OF <br />LARPENTEUR, ARONA ST. TO SNELLING DRIVE <br />At 7:05 P.M. Baldwin opened the public hearing on assessments for the <br />alley north of Larpenteur, Arona to Snelling Drive, and presented the <br />Affidavits of Publication and Mailing. Schunicht presented information on <br />the project and explained the costs and proposed assessments. Baldwin <br />then read into the record letters of objection from Vincent Landis, 1538 <br />Crawford St., and Evelyn Peterson, 1522 Crawford St., both of whom <br />stressed they do not use the alley as their garages and driveways do not <br />have access from the alley. Baldwin explained the city makes certain <br />services available to the residents which benefit the property even though <br />the resident does not choose to make use of the service, and which would <br />be available for possible future owners. <br />VINCE LANDIS, 1538 CRAWFORD ST., personally stated his objection as he has <br />no use of the alley. He also commented on lack of snowplowing, <br />stockpiling of snow and ice, late night deliveries at the Bullseye <br />Building, and was of the opinion Bullseye and Embers have the most use of <br />the alley. <br />There being no others wishing to be heard Baldwin closed the hearing at <br />7:29 P.M. Council agreed to 8~ interest over a ten year period after <br />which Chenoweth moved, seconded by Hard, adoption of Resolution R-86-30 <br />approving the assessment roll.
